
Talking to Lao Dong on the morning of June 1, Mr. Nguyen Anh Cuong - Deputy Director of the Telecommunications Department (Ministry of Science and Technology) said that so far there have been about 1.6 million subscriber numbers confirmed by users not using their own owners.
According to Mr. Cuong, based on the confirmation results of the people, telecommunications businesses have been and are continuing to notify individuals who are using these subscriber numbers to re-enter into contracts according to regulations and authenticate facial biometric images of subscribers.
Cases that do not comply will be temporarily suspended from one-way services according to the provisions of Circular 08/2026/TT-BKHCN.
1.6 million numbers confirmed unused
According to the assessment of the Telecommunications Authority, initial results show that the implementation of Circular 08/2026/TT-BKHCN is being effective.
Through the VNeID application, people can look up all subscriber numbers in their name, thereby confirming the numbers they are using and detecting numbers that are not under control.

Mr. Nguyen Anh Cuong said that this mechanism has helped telecommunications businesses review and handle more than 1.6 million numbers confirmed by users as not being used.
According to the Telecommunications Authority, empowering people to proactively re-confirm phone numbers they are using as well as eliminating unowned numbers is one of the important results after nearly 2 months of implementing the new regulation.
There are still about 25 million unconfirmed subscribers
Besides the initial results achieved, the Telecommunications Authority believes that the biggest obstacle currently is that there are still about 25 million subscribers whose status has not been confirmed by users on VNeID.
According to Mr. Nguyen Anh Cuong, this is a group of subscribers that people need to proactively check and confirm in the near future.
According to the provisions of Circular 08/2026/TT-BKHCN, by June 15, 2026, if confirmation is still not carried out, these subscribers will be temporarily suspended from the outgoing service, including calling and texting SMS to other subscribers.
The Telecommunications Authority requests press agencies to continue to propagate so that people can proactively access the VNeID application, monitor notifications from telecommunications businesses and confirm the owners of subscriber numbers that are in their names. This not only helps protect the rights of users but also contributes to building a safe and transparent telecommunications environment.
