According to information from the Ministry of Science and Technology, on July 30, in Quang Ninh, the Ministry of Science and Technology coordinated with the People's Committee of Quang Ninh province to organize the 7th National Nuclear Regulations Conference.
The conference is a forum for management agencies, domestic and international experts to jointly assess the implementation of the 2025 Atomic Energy Law, exchange experiences and propose solutions to improve the legal system, and improve the efficiency of state management of radiation and nuclear safety.
Speaking at the opening of the conference, Mr. Vu Hai Quan - Member of the Party Central Committee, Minister of Science and Technology said that the conference was held in the context of Vietnam actively preparing to implement the nuclear power program, investing in building new research nuclear reactors, and continuing to promote the application of atomic energy for peaceful purposes in many economic and social fields.
The Minister emphasized that, along with the preparation for the nuclear power program, the legal system on atomic energy is also continuing to be completed to implement the 2025 Atomic Energy Law and the Strategy for Development of Application of Atomic Energy to 2035, with a vision to 2055.
According to the Minister, nuclear technology not only serves nuclear power development but also has great potential for application in healthcare, agriculture, industry and post-harvest preservation. Promoting research, transfer and application of new technologies will contribute to improving the efficiency of socio-economic development.
The Minister also said that the Ministry of Science and Technology is implementing many key tasks, including a project to train human resources for the nuclear energy sector. This is identified as a key factor to meet the requirements of operating nuclear power plants as well as developing nuclear energy applications in the coming time.
For the conference to achieve practical results, Minister Vu Hai Quan requested delegates to focus on discussing three key contents.
First, assess the organization of law enforcement on atomic energy, clarify the achieved results, difficulties and obstacles, and propose to improve policies and laws after the 2025 Law on Atomic Energy takes effect.
Second, propose solutions to improve the capacity of the national radiation and nuclear safety agency in terms of organization, human resources, technical capacity, digital transformation and international cooperation. The Minister especially emphasized the requirement to train and develop human resources to meet the standards of the International Atomic Energy Agency (IAEA) and the requirement to implement the nuclear power program.
Third, strengthen coordination between local management agencies, radiation facilities, nuclear facilities and international organizations; build a safety culture, ensure radiation safety, nuclear safety, nuclear security, and fully implement nuclear inspection and examination obligations.
According to the Minister, the implementation of the nuclear power program and the development of nuclear energy applications is a long-term strategic task, directly related to energy security, science and technology development, growth quality and national position.
The Minister expressed his belief that, with the direction of the Party and Government, the coordination of ministries, branches, localities, the participation of the business community, radiation and nuclear facilities, and the companionship of the IAEA and international partners, Vietnam's nuclear regulatory system will continue to be improved in a modern, professional, effective and appropriate direction.
According to the conference program, in addition to the plenary session on state management of radiation and nuclear safety, the conference also held two thematic sessions on radiation safety in the fields of health, industry and radiation and nuclear safety for nuclear power projects and research nuclear reactors.
Domestic and international experts will exchange views on the preparation of legal regulations for the nuclear power program, the application of small-module reactors (SMR), international experience in licensing and deploying nuclear power projects, and many technical solutions to serve radiation and nuclear safety management.
