This morning (July 29), the National Conference to study, study, thoroughly grasp and implement the Resolution of the 3rd Conference of the 14th Party Central Committee took place in direct and online form.
At the Conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc thoroughly grasped the topic "Conclusion on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model".
The Head of the Central Organization Committee said that after 1 year of implementing the overall organizational model of the political system and the 2-level local government model, the Central Executive Committee affirmed that the policy of innovating and arranging the organizational structure of the political system in the direction of streamlining, operating effectively, efficiently, and efficiently is completely correct and suitable to the development requirements of the country in the new period; is a strategic decision, with profound revolutionary nature in innovating the leadership and ruling methods of the Party, the organization of state power and national governance.
Mr. Nguyen Duy Ngoc said that in the coming time, it is necessary to continue to "purge" to complete the internal organizational structure; and at the same time strongly shift the focus to improving the quality of operation, national governance capacity, development capacity and efficiency in serving the People; ensuring that the political system has enough capacity to organize the successful implementation of the Resolution of the 14th Party Congress and Party committees at all levels.
Mr. Nguyen Duy Ngoc said that the 3rd Central Conference has agreed to identify 8 groups of key tasks and solutions.
First, continue to innovate the Party's leadership and ruling methods towards the political and social system. Persistently adhere to the principle that the Party leads comprehensively and directly, but does not justify, do, or interfere administratively in the authority of State agencies, the Vietnam Fatherland Front, and socio-political organizations.
Completing the leadership and directing mechanism directly and interconnected from the Central Government to the grassroots level; ensuring the motto "Central Government builds, province coordinates, commune implements".
Second, improve institutions, promote decentralization and delegation of power associated with resources and power control. Urgently review and synchronously improve the legal system, regulations, rules, and procedures related to the organizational structure, functions, tasks, authority and coordination mechanisms throughout the political system.
Restructuring and improving the contingent of cadres, civil servants, and public employees according to job positions
The third group of tasks and solutions, the Head of the Central Organization Committee clearly stated the completion of the overall organizational model of the political system and the operating mechanism of the local government at 2 levels. Completing the Party organization model, synchronous with the State administrative system.
Research and build special economic zones to create new development space; form commune-level administrative units with typical core characteristics to spread, replicate, and lead development, associated with the goal of building communes to truly become new operating centers at the grassroots level. Continue to review and streamline the network of public non-business units, especially in education, health, culture and basic public services, linking staff streamlining with improving the quality of the contingent of civil servants.
The fourth task is to build a contingent of cadres to meet the requirements of the new model. Restructure and improve the contingent of cadres, civil servants, and public employees according to job positions, functions, tasks, workloads and practical requirements.
Innovate staff management in the direction of data governance, work quantification, and measurement of implementation efficiency; flexibly allocate staff, not equitably, in accordance with population size, area, level of development, locality nature and workload.
Completing the capacity framework, title standards, job positions, arranging the right people, the right jobs, the right strengths. Innovating cadre evaluation work with specific products, output results, work processing progress and people's trust. Strictly implementing the principle of "there is input, there is output, there is up, there is down"...
Fifth, innovate inspection, supervision, evaluation and promote the responsibility of heads. Strictly and thoroughly implement the principle of "powers assigned to where, accountability and control mechanisms to there".
Establish a mechanism for strict, regular, early and remote inspection and supervision; combine superior inspection, cross-supervision between agencies at the same level and social supervision and criticism of the Fatherland Front, socio-political organizations and people.
Sixth, promote the role of the Vietnam Fatherland Front, socio-political organizations and the People. Transfer the functions and tasks of advising on mass mobilization work from the Central Propaganda and Mass Mobilization Commission to the Party Committee of the Fatherland Front, central mass organizations, and deploy synchronously at the provincial level.
Seventh, effectively handle public assets, archival records and ensure resources for the grassroots level. Promptly handle redundant houses, land, headquarters, and public assets after arrangement according to the principle of publicity, transparency, and compliance with the law, not allowing waste or loss.
Eighth, taking digital transformation, data and artificial intelligence as breakthrough methods in operating the new model. Building a unified digital architecture of the political system, ensuring intercommunication between Party and State agencies, the Vietnam Fatherland Front, and socio-political organizations from the Central to the grassroots levels. Completing national, specialized and local databases according to the principle of "right, sufficient, clean, living, unified, shared".
