Ensuring streamlining, eliminating intermediary organizations
This content was informed by Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc at the National Conference summarizing 1 year of operation of the overall organizational model of the political system and the 3-level government model, on the morning of July 1.
The Head of the Central Organization Committee clearly stated that, to effectively implement the goals set out by the 14th National Congress Resolution, the current requirement is to strongly shift the focus from arranging the apparatus to operating well and with high efficiency.
Stating tasks in the coming time on arranging the organizational structure and consolidating the organizational model, Mr. Nguyen Duy Ngoc requested the Government and People's Committees to continue to comprehensively review the organizational structure from the Central to commune level, ensuring streamlining, effectiveness and efficiency, and eliminating intermediary organizations.
Head of the Central Organization Committee reminded the People's Committees of provinces to maintain the stability of 12 departments and equivalents as at present, ensuring the principle of synchronization with the Central Government, not allowing the emergence of other separate departments, except in special cases that may be the Committee model.
Provincial People's Committees need to terminate the operation of the Provincial-level Public Administration Service Center when 100% of administrative procedures are carried out online on a complete basis. Transfer the land registration office to the commune-level People's Committee for the commune level to carry out the issuance of land use right certificates.
Commune-level People's Committees are assigned the task of proposing the orientation of the framework of specialized units with 4-6 departments in the fields of: General economy, industry economy, infrastructure and urban areas, rural development, socio-culture, internal affairs, offices, Public Administrative Service Center, ensuring standardization according to commune and ward classification and synchronization of special urban areas, urban areas, delta areas, mountainous areas, meeting practical requirements.
Forming a multi-center development space
Head of the Central Organization Committee Nguyen Duy Ngoc said that localities are proactively arranged to suit the specific characteristics of the area; continue to review and standardize commune-level administrative units that have not met the criteria to form a multi-center development space, with scale and role beyond the traditional administrative boundaries, optimize development resources, organize the provision of public services and implement socio-economic development tasks at the grassroots level.

Proposing to re-designate grassroots-level Party organizations, allowing local adjustments to the external and internal structure for places with specific characteristics.
For the National Assembly and People's Council blocs, Mr. Nguyen Duy Ngoc noted to consolidate the organizational structure, improve the effectiveness of supreme supervision and specialized supervision; review and rearrange the internal departments to suit the political tasks of each locality, and continue to strongly streamline intermediate stages with low efficiency.
For the Fatherland Front bloc and socio-political organizations, it is necessary to arrange and consolidate the organizational structure, establish a centralized and unified operating mechanism, ensure the subordination of socio-political organizations and the Vietnam Fatherland Front; ensure that socio-political organizations operate according to the law and charters of each organization in accordance with the new conditions.
