On April 16, Mr. Le Quang Hoa - Vice Chairman of the Provincial People's Committee - chaired a meeting of the Provincial People's Committee to urge the progress of implementing tasks according to Decisions No. 628/QD-UBND and 1045/QD-UBND; and at the same time listened to reports on the progress of building DTI, PII, TFP projects and deploying key tasks in the field of science and technology, innovation, and digital transformation until the end of 2026.
According to the Department of Science and Technology, out of a total of 66 tasks assigned under two decisions, 41 tasks have been completed, and 25 tasks of 11 departments and branches have not been completed.
The main reasons are due to depending on completing the database, electronic identification verification; difficulties in recruiting and training high-quality human resources; research and technology testing tasks that require time; along with that are obstacles in funding and investment procedures for information technology application tasks, software development, and information systems.
For digital transformation tasks in 2026 that have been allocated funds, the Department of Science and Technology has summarized 66 tasks of 14 agencies and units, clearly assigning responsibilities and completion time.
Some units are assigned many tasks including: Office of the Provincial People's Committee (11 tasks), Department of Education and Training (9 tasks), Department of Agriculture and Environment (8 tasks), Department of Science and Technology (8 tasks).
Regarding the progress of project construction, the DTI Project is basically completed, expected to be submitted to the Provincial People's Committee before April 18, 2026; the PII Project is expected to be submitted before April 20, 2026; the TFP Project is surveying and collecting data, expected to be completed and submitted before April 25, 2026.
At the meeting, delegates focused on clarifying the difficulties and obstacles of slow-progress tasks, proposing solutions and implementation timelines.

Key contents include perfecting mechanisms and policies on science and technology, innovation; building a development plan for the 2026-2031 period; developing an innovation ecosystem; assessing the technological capacity of enterprises; promoting the building of digital government, developing shared data, deploying virtual assistants and improving digital transformation capacity.
Concluding the meeting, Mr. Le Quang Hoa requested departments and sectors to focus highly, proactively remove difficulties, accelerate progress, strictly implement tasks on time, and not propose adjustments when there is no basis.
At the same time, assigning the Department of Home Affairs to review the mechanism to support the training of information technology human resources; requesting units to strengthen inspection and urge progress; the Department of Science and Technology to preside over the preparation of reports to the Steering Committee of the Provincial People's Committee, ensuring synchronous and effective implementation.
