
Although digital transformation has been implemented in many fields and regulated by a series of specialized laws, in reality, the current legal system still lacks a comprehensive unified framework. Regulations on data, electronic transactions, information technology or digital technology industry exist in parallel but are fragmented, causing coordination at the national level to face many obstacles.
In the context of economic, social and state management activities increasingly shifting strongly to the digital environment, this legal gap becomes a major barrier, requiring a law that plays the role of "blood bone" to connect and orient.
Talking to Lao Dong about this issue, Mr. Tran Quoc Tuan - Head of Investment Management Department, National Digital Transformation Agency (Ministry of Science and Technology) said that the Law on Digital Transformation is built as a step to remove institutional bottlenecks in the digital transformation process that still exist.

Sharing about this law, Mr. Tuan said that the Law on Digital Transformation was passed by the National Assembly and took effect from July 1, 2026. In which, the law focuses on solving three major fundamental issues.
The first goal of the law is to improve the legal system on digital transformation at the national level. Previously, Vietnam had many specialized laws regulating different aspects of digital transformation, but there was no unified framework to shape the viewpoints, goals and roadmap for building a digital nation. The Law on Digital Transformation was born to create a common legal foundation, promote synchronous and long-term digital transformation.
The second goal is to adjust new relationships arising in the digital environment and digital space that are forming rapidly. Participants in digital activities, from state agencies, businesses to people, need to be placed in a clear legal framework to ensure rights, obligations and responsibilities, while limiting risks in the transformation process.
The third goal is to strengthen integration and enhance Vietnam's international value in the field of digital transformation. The law not only serves domestic needs but also aims to approach international standards, creating conditions for Vietnam to participate more deeply in the global digital space" - Mr. Tuan informed.
Regarding the construction viewpoint, Head of Investment Management Department Tran Quoc Tuan emphasized that the Law on Digital Transformation is defined as a framework law. "While specialized laws continue to regulate specific areas such as electronic transactions, telecommunications, network security,... the Law on Digital Transformation plays a role in connecting and supplementing missing contents such as digital economy, digital society, infrastructure for digital transformation. At the same time, establishing a coordination mechanism at the national level to handle issues beyond the scope of each separate law" - Mr. Tuan shared.
The law consists of 8 chapters, regulating from concepts, principles, policies to national coordination mechanisms, development of digital government, digital economy, digital society and responsibilities of subjects. Notably, the law focuses on 6 major groups of issues, including legalizing resources for digital transformation, stipulating at least 1% of the annual state budget for this field; building a mechanism to evaluate and publicize periodic digital transformation results and forming a national governance structure on digital transformation.
According to Mr. Tran Quoc Tuan, with these contents and new points, the Law on Digital Transformation not only overcomes the fragmented situation of the current legal system, but also creates a foundation for digital transformation activities to be implemented uniformly, with coordination and towards sustainable development in the coming period.
