
Historic milestone towards the global digital technology center
From July 1, 2025, a number of articles in the Law on Digital Technology Industry (DIT) will take effect. Sharing about some highlights in this Law, Mr. Nguyen Khac Lich - Director of the Department of Information Technology Industry (DIT) said that the time the 15th National Assembly passed the CNCNS Law was a historic milestone, marking a strategic step forward, gradually turning Vietnam into a global digital technology center.
The Director of the IT Department commented: "The law has institutionalized Resolution 57-NQ/TW; Resolution 59-NQ/TW; Resolution 66-NQ/TW and Resolution 68-NQ/TW of the Politburo. Thereby, creating a strong legal corridor, improving competitiveness, promoting innovation, digital transformation; developing a fast, strong and sustainable digital economy".
The CNCNS Law comprehensively regulates the fields of digital technology industry, semiconductor industry, artificial intelligence (AI) and digital assets. In addition, create a synchronous legal foundation to develop key digital technology industries. "With detailed regulations on AI and digital asset management, Vietnam has become a pioneer in building a transparent legal framework on CNCNS, ensuring network safety, security and user rights..." - Mr. Lich emphasized.
According to the Director of the Department of Information and Communications, the CNCNS Law has developed mechanisms to implement the goal of forming and developing a number of domestic strategic digital technology enterprises on a large scale set by Resolution 57-NQ/TW. Thereby, developing digital infrastructure, leading national digital transformation to promote international competitiveness.
"The State has ordered enterprises to research and develop key digital technologies, belonging to important national projects and projects with special requirements. At the same time, provide financial support and trade promotion to expand international markets.
Along with the development of large digital technology enterprises, the CNCNS Law also aims to build a strong CNCNS business ecosystem with the goal of reaching 150,000 enterprises by 2035. The law also provides comprehensive support policies. In particular, small and medium-sized enterprises are supported with infrastructure investment costs, high-quality human resource training, and priority in participating in bidding for public procurement projects..." - Mr. Lich shared.

Enterprises are supported to develop domestic and foreign markets through providing information, connecting supply and demand, and promoting the product "Make in Vietnam". Key digital technology packages are prioritized for bidding and direct ordering, creating opportunities for Vietnamese digital technology enterprises.
In addition, the Director also informed: "This is the first time the semiconductor industry has been legalized with a specialized chip development strategy, linking the global supply chain.
Semiconductor projects enjoy special incentives, support from auxiliary products, semiconductor product production to electronic equipment production. The enterprise is allowed to import used technology lines and support R&D funding. From there, aim to master the technology and raise Vietnam's position in the global semiconductor chain".

The law also establishes the first legal framework for AI, with the principle of taking people as the center, ensuring transparency, safety and risk control. In particular, the development of digital data in digital technology industry activities is regulated by the Law to become an important resource and means of production and make artificial intelligence a new means of production. Thereby, strongly promoting national endogenous capacity, creating new economic models with outstanding productivity and value.
The law also shapes the legal status of digital assets and digital asset management, including virtual assets, encrypted assets, ensuring ownership, transactions and security. With more than 1/5 of Vietnam's population owning cryptocurrency (according to Triple-A 2024), this legal framework meets practical needs, encourages the development of blockchain digital technology strategy and protects users against risks, contributing to building a transparent digital economic ecosystem.
