Ho Chi Minh City has been implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Among them, Blockchain plays an important role in promoting digital transformation, socio-economic development, especially in intellectual property management, traceability, anti-counterfeiting, creating a transparent data system...
Reporter of Lao Dong Newspaper interviewed Mr. Nguyen Quy Hoa - Chairman of the Ho Chi Minh City Electronic Communications Association - the management unit of the Ho Chi Minh City Blockchain Association (HBA) and the Ho Chi Minh City Digital Communications and Advertising Association (DACA) about the impressions of the Ho Chi Minh City Blockchain in 2025 and orientations in the coming time.
According to the results of the assessment of the Digital Transformation Index (DTI) in 2024, Ho Chi Minh City is among the leading groups in the country. In 2025, Ho Chi Minh City will continue to achieve impressive results. In the field of AI and Blockchain, what impressions has Ho Chi Minh City made, sir?
- 2025 can be considered an important milestone, marking the transition of Ho Chi Minh City from experimental technology models to large-scale and substantial application.
With AI (artificial intelligence), the city has built many open data platforms, allowing the integration of AI into public services and urban governance. Some grassroots localities have applied AI to process records, analyze people's reflections, forecast traffic and manage urban order. The results are very clear: faster, more transparent and reduces the load on the apparatus.

With Blockchain, we have recorded many models that have been put into practice such as document authentication, public asset management, traceability of agricultural products and goods.
The good news is that businesses have begun to see Blockchain as a governance solution, rather than just an experimental technology.
The Ho Chi Minh City Technology Festival - Conviction 2025 event is considered a highlight of the Blockchain field. From the perspective of the Association, how do you evaluate the results of this event?
- Conviction 2025 is a very remarkable milestone. This is an event organized by the community but with professional advice from the Department of Science and Technology of Ho Chi Minh City, creating a balance between three factors: expertise, market, and policy.
The three outstanding results that we have recorded, include:
Scale and depth: The event brings together many international experts, large enterprises and technology startups, creating a prestigious and quality Blockchain forum.
Connecting practical applications: Discussions focus directly on real problems - supply chain management, information authentication, asset accounting - helping traditional businesses understand Blockchain to solve real problems.
Contributing to policies: Many recommendations on sandbox (testing mechanism), data standards, and information security have been sent to management agencies, creating a foundation for Blockchain to be applied more healthily and sustainably.
I believe that Conviction 2025 has helped Ho Chi Minh City take a long step in the journey to bring Blockchain into life.

The Ho Chi Minh City Blockchain Association and the Ho Chi Minh City Electronic Communications Association were established not long ago but have had many practical activities to promote Blockchain. Can you share some notable numbers?
- Although the working time is not long, we work with a very determined and proactive spirit. We organize more than 40 professional events each year: seminars, seminars, training in AI - Blockchain - digital communications.
Over 100 enterprises participated in the activities of the Association and the Branch. More than 3,000 people have been trained, including managers, students and businesses.
In addition, more than 40 testing models in agricultural product traceability, logistics, e-commerce and public data management. In addition, we also have many policy recommendations sent to the Ho Chi Minh City People's Committee and departments and branches.
These figures clearly reflect the role of socio-professional organizations in supporting and promoting the city's technology ecosystem.
In the next 5 years, Ho Chi Minh City will prioritize the development of AI, cloud computing, robots, semiconductors, Blockchain and biomedical. What is the significance of G42's investment of 2 billion USD in data centers?
- I think Ho Chi Minh City is having a very correct strategy and has a long-term vision. The $2 billion investment of G42 not only brings financial resources but also comes with experience in operating data centers according to international standards, along with a very developed AI ecosystem from the UAE. This will help Ho Chi Minh City position itself as the data and AI center of the region.
In addition, the city's establishment of a Startup Support Fund under a new model, opening up international risk funds to participate, will create great motivation for technology startups, especially in the deep-tech group.
I believe that in the next 5 years, Ho Chi Minh City will have enough conditions to become a technology bright spot in Southeast Asia.
The Ho Chi Minh City People's Committee assigned the Department of Science and Technology to coordinate in organizing the 2026 Ho Chi Minh City Technology Festival. What do you expect from this event?
- This is a very important event, because it is not only a technology fair, but can also become a regional Tech Expo. From the results achieved in 2025, I expect to get 3 points at Conviction 2026.
Performance of the most advanced technology: From generative AI, robots, chips, cloud, biological medicine to Blockchain, with a real-life experience area.
Connecting investment - human resources - policies: Create opportunities for domestic and foreign enterprises to meet and cooperate.
Forming City-level pilot projects: Helping technology truly come into life after events.
The Ho Chi Minh City Electronic Communications Association will accompany, communicate and support to make the event spread more strongly to the community and businesses.
Thank you for the interview!
