Pursuant to Clause 1, Article 5 of Decree 120/2025/ND-CP (effective from July 1, 2025), the settlement of household registration is regulated as follows:
1. Individuals have the right to choose to carry out administrative procedures for household registration at the household registration agency where they reside; the individual's place of residence is determined according to the provisions of the law on residence.
In case the individual chooses to carry out administrative procedures for civil status not at the People's Committee of the commune where he or she resides or temporarily resides, the People's Committee of the commune where the request is received is responsible for supporting the person to submit the civil status application online to the competent authority as prescribed.

At the same time, Clause 1, Article 3 of the 2014 Civil status Law stipulates the content of civil status registration as follows:
1. Confirm in the ho chieu book the ho chieu events:
a) New birth;
b) Marriage;
c) Wards;
d) Receiving father, mother, and child;
d) Changes and corrections to civil status, re-determination of ethnicity, and supplementation of civil status information;
e) Shooting.
Thus, people can register their marriage and birth at the People's Committee of the commune where they are permanent or temporarily residing.
In case not at the People's Committee of the commune where they are residing or temporarily residing, the People's Committee of the commune where they are requested is responsible for supporting people to submit their household registration documents online to the competent authority as prescribed.
