According to Decision No. 2514/QD-BVHTTDL, the Ministry of Culture, Sports and Tourism assigned the Department of Grassroots Culture, Family and Library to preside over and coordinate with relevant agencies and units to organize a pilot program of the Happy Family Index (2025-2029).
The Happy Family Index is a collection of criteria to measure and evaluate the level of satisfaction of family members with fundamental factors such as: family bonding, material conditions, physical and mental health, living environment and status of the family with family, community, society. The criteria in the Index are converted through a scale, have specific weights and can be applied to many different groups of subjects.
Piloting the Happy Family Index to raise awareness and skills of family members in building happy families; assessing the level of family satisfaction with factors affecting family happiness. At the same time, propose solutions and policies to build a happy family; Assess feasibility, propose solutions to perfect and officially implement the Index across the country.
The index will be piloted in Ho Chi Minh City and Hai Phong City.

The Ministry of Culture, Sports and Tourism (Department of Culture, Family and Library) coordinated with the Department of Culture and Sports of Ho Chi Minh City and the Department of Culture, Sports and Tourism of Hai Phong City to select 1 ward and 1 commune to conduct a pilot index.
The implementation contents and tasks include: Preparing to organize an index pilot; Selecting the location to organize an index pilot; Training and propaganda on piloting an index; Survey and assessment of people in the pilot area's satisfaction with the criteria affecting family happiness of the index; Inspection and summary of pilot activities.
Previously, in June 2025, the Ministry of Culture, Sports and Tourism approved and piloted the Model "Family groups accompanying children to promote children's rights in the family".
