Instructions for determining the number of employees
Circular 09/2024/TT-BLDTBXH guiding the norms for the number of employees in public service units in the labor, meritorious people and social sectors, issued by the Minister of Labor, War Invalids and Social Affairs, effective from October 15, 2024.
Accordingly, public service units providing social assistance and child care and protection services; social services in public social protection facilities, based on the characteristics of the subjects, scale and number of subjects, the norm of the number of people working in specialized professional titles in the unit is specifically regulated according to the circular.
Accounting professional title code
From October 21, 2024, Circular 66/2024/TT-BTC stipulating the titles, codes, professional standards of professional titles in the accounting profession and considering promotion of professional titles from accountant to chief accountant in public service units issued by the Minister of Finance, will come into effect.
In which, the regulations on titles and codes of professional titles in the accounting profession include:
- Chief Accountant (Grade II): Code: V. 06.030
- Accountant (grade III): Code: V. 06.031
- Intermediate accountant (grade IV): Code: V. 06.032
There are also transitional provisions as follows:
Officials who have been appointed to professional titles in the accounting profession according to the provisions of law before the effective date of this Circular shall be determined to meet the provisions on professional standards and expertise of professional titles in the accounting profession prescribed in this Circular corresponding to the appointed professional title; in case of consideration for promotion to a higher rank, they must satisfy the conditions prescribed in Circular 66/2024/TT-BTC.
Officials holding professional titles in the field of accounting who have certificates of completion of training programs prescribed in Clause 4, Article 17 of Decree 101/2017/ND-CP on training and fostering of cadres, civil servants, and public employees or have been appointed to the professional title of public employees in the field of accounting before June 30, 2022 are not required to participate in training programs according to the standards of the corresponding professional titles as prescribed in Circular 66/2024/TT-BTC.
