Regulations on salaries, civil servants and public employees effective from October

From October 2024, a number of regulations related to salaries, civil servants and public employees will take effect.

15 fields of information and communication where people in positions are not allowed to establish businesses after leaving office

Circular 09/2024/TT-BTTTT dated August 30, 2024 (effective from October 15, 2024) stipulates the list of fields and time limits for persons with positions and powers not to establish, hold titles, management positions, or operate private enterprises, limited liability companies, joint stock companies, partnerships, and cooperatives after ceasing to hold positions under the management of the Ministry of Information and Communications.

List of fields under the management of the Ministry of Information and Communications in which people with positions and powers in that field, after leaving their positions and powers, are not allowed to establish, hold management titles and positions, or operate enterprises and cooperatives in the fields they were previously responsible for managing in Article 4 of Circular 09/2024/TT-BTTTT as follows: Press; publishing, printing and distribution; radio and television; electronic information; foreign information; grassroots information; post; telecommunications; radio frequencies; information technology industry; information technology application, digital transformation; network information security; electronic transactions; management of state-owned enterprises of which the Ministry of Information and Communications is the representative owner.

Abolish some legal documents on civil servant salaries

Circular 10/2024/TT-BNV of the Ministry of Home Affairs (effective from October 1, 2024) abolishes legal documents issued or jointly issued by the Minister of Home Affairs, including:

+ Decision 04/2004/QD-BNV dated January 16, 2004 stipulating specific standards for cadres and civil servants of communes, wards and towns;

+ Circular 07/2018/TT-BNV dated June 15, 2018 regulating the appointment and salary classification of professional titles of university preparatory teachers;

+ Joint Circular 07/2011/TTLT-BNV-BTC-BVHTTDL dated June 10, 2011 stipulating the coefficient of adjusting the minimum wage increase compared to the general minimum wage for public employees and workers working at the Management Board of the Vietnam Ethnic Culture and Tourism Village under the Ministry of Culture, Sports and Tourism;

+ Joint Circular 08/2011/TTLT-BNV-BTC dated August 31, 2011 guiding Decree 116/2010/ND-CP on policies for cadres, civil servants, public employees and salaried people in the armed forces working in areas with especially difficult socio-economic conditions...
