Salary ranking for the Commander of the Commune Military Command

The Ministry of Home Affairs informs about the salary arrangement for the Commander of the Commune-level Military Command appointed from November 2024.

Mr. Nguyen Van An (Phu Yen) has been Deputy Commander of the Commune Military Command since 2019 and has paid compulsory social insurance according to Decree 34/2019/ND-CP.

In November 2024, Mr. An was recruited and appointed to the position of Commander of the Commune Military Command.

"Will the time I participated in compulsory social insurance from 2019 to October 2024 be counted as the basis for salary classification?" - Mr. An wondered.

Regarding the reflection and recommendation of Mr. Nguyen Van An, the Ministry of Home Affairs has responded on the Electronic Information Portal.

According to the provisions of Clause 3, Article 16 of Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups and Article 19 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government on recruitment, use and management of civil servants (amended and supplemented in Decree No. 116/2024/ND-CP dated September 17, 2024):

A person recruited as a civil servant whose working period includes compulsory social insurance payment (if not continuous and has not received a one-time social insurance benefit, it will be accumulated) and is assigned to work in accordance with the previous expertise and profession, that working period will be calculated as the basis for salary classification in the civil servant grade corresponding to the recruited job position.
