Recently, the Department of Cinema - Ministry of Culture, Sports and Tourism sent an official dispatch to Tencent Holdings Limited and Image Future Investment (HK) Limited regarding compliance with Vietnamese law when disseminating films on the internet.
The document clearly stated: Based on the document of Image Future Investment (HK) Limited dated September 30, 2025 on Tencent - Update on Tencent's compliance with the Law on Cinema and new plan (September 2025); report and explain the release and dissemination of the film "Let Me Shine" by Image Future Investment (HK) Limited through the representative of BMVN International Law Firm, the Department of Cinema has the following comments:
According to Article 21 of the Law on Cinema 2022, Article 12 of Decree No. 131/2022/ND-CP, organizations disseminating films on cyberspace in Vietnam must be recognized as qualified to classify films that are popular on cyberspace or granted a Film Classification License/S broadcast Decision.
To date, the Department of Cinema has not received any documents from Tencent Holdings Limited or any affiliated units (including Image Future Investment (HK) Limited).
Therefore, to ensure compliance with the provisions of the law on cinema in Vietnam, the Department of Cinema recommends Tencent Holdings Limited and Image Future Investment (HK) Limited:
Temporarily suspend all activities of film promotion on cyberspace in Vietnam until it is recognized as eligible to classify films for promotion on cyberspace.
Conduct reports, explain and provide information on service provision activities in Vietnam, including the following contents:
Report on the organizational structure, operating model, and legal relationship between Tencent Holdings Limited and Image Future Investment (HK) Limited.
At the same time, there is a report on the specific plan to apply for recognition of eligibility to classify films popular on cyberspace in Vietnam according to regulations.
The Department of Cinema requested the company to send a report, detailed explanation and confirmation of the temporary suspension of film dissemination to the Department of Cinema before 12:00 on October 6, 2025; at the same time, request compliance with Vietnamese law to ensure a healthy and legal environment for film release and dissemination.
