The Ministry of Education and Training manages 2 national universities from 1.9
Decree No. 201/2025/ND-CP dated July 11, 2025 stipulates the functions, tasks and powers of national universities, replacing Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government on national universities.
According to this Decree, National University is a public higher education institution managed by the Ministry of Education and Training, with legal status, a separate account and a seal in the shape of the National emblem.
National universities have the function of training in university education, scientific research and technology transfer in many majors and fields of high quality; have some leading training fields in the country and are highly ranked in the world.
National universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the national universities are headquartered according to the provisions of law, etc.

New regulations on subject classrooms of general education institutions
Circular 14/2025/TT-BGDDT amending the Regulations on subject classrooms of general education institutions attached to Circular 14/2020/TT-BGDDT issued by the Minister of Education and Training takes effect on September 2, 2025.

Specifically, Clause 3 and Clause 4, Article 1 are supplemented as follows: Viet Bac Highland School, Friendship School 80, Friendship School T78 are applying this Regulation to implement the general education program.
University reserve schools are subject to this Regulation like high schools to implement the university reserve training program".
Supplementing Point d, Clause 1, Article 4 as follows: The subject classroom is used generally for some subjects according to the principle: ensuring sufficient functions for subject classrooms, having similar functions, adequate equipment for each subject, ensuring the allocation of time and space to conduct teaching and organizing educational activities according to each function, ensuring the planning and teaching hours on the scale of students for each subject. Ensure the regulations, preparation rooms, specialized interior equipment, and technical requirements for subject classrooms for common subjects".
Amend Clause 2, Article 4 as follows: The number of subject classrooms is based on the number of classes and actual conditions of general education institutions, ensuring regulations on basic standards for preschools, primary schools, secondary schools, high schools and general schools with many levels issued by the Minister of Education and Training.
Amend point a, clause 1, Article 5 as follows:
Primary school: For the IT and Foreign Language classrooms, the minimum working area for a student is 1.50m2 and each classroom has an area of no less than 50m2;
For the classroom majoring in Science - Technology, Music, and Fine Arts, the minimum working area for a student is 1.85m2 and each classroom has an area of no less than 60m2.
Adding Point d, Clause 1, Article 5 as follows: Minimum working area of a common subject classroom for some subjects: determined according to the subject classroom with the largest area among common subjects.
Regulations on teaching and learning in foreign languages in educational institutions
Decree 222/2025/ND-CP regulating teaching and learning in foreign languages in educational institutions takes effect from September 15, 2025.
The Decree stipulates 4 principles of teaching and learning in foreign languages as follows:
Teaching and learning in foreign languages must come from the needs of society, the volunteerism of learners and the requirement to ensure the quality of education and training, contributing to promoting Vietnamese education, tradition and culture.
Subjects, modules, part-time learning and educational content and activities taught and learned in foreign languages must ensure the educational goals, content and methods of the program approved by competent authorities at each level of education, training level and comply with legal regulations related to general education, continuing education, vocational education and higher education.
Teaching and learning in foreign languages must be made public to learners and stakeholders on the educational institution's website immediately after the competent authority approves the Foreign Language Teaching and Learning Project.
Programs, textbooks, and materials used to teach and learn in foreign languages must not contain content that harms national defense, security, or public interests; must not propagate religion, distort history; must not affect the culture and customs of the Vietnamese people and ensure connectivity between levels of education and training according to regulations.
