On April 11, an incident that angered public opinion occurred at a private kindergarten in Con Cung, Phuoc Chanh village, Que My commune, Que Son district (Quang Nam), when a classroom camera recorded a nanny beating a 20-month-old child right at noon.

The incident occurred around 11:55 pm on the same day, when the baby was sleeping. Through the image from security cameras, it can be seen that the nanny - also the owner, the name Ngoc Lan (born in 1995) - used his hand to pull a child out of the bed, pulled his two legs up and used hard objects to hit continuously into his legs.
When the child was crying, this person used a stiff object to stick it straight into the child's mouth. The above action was repeated with another 20-month-old child, who was lying next to him, causing him to choke up.
Talking to Lao Dong, Mr. P.P.T - a parent of a 20-month-old child who was abused said that the camera was often turned off at noon, but that day the owner of the facility was negligent in turning it off, so the abuse was discovered by the parent.
As soon as the family discovered the incident and went to the workplace, Ms. Ngoc Lan cried, apologized to the family and thought that she had lost her hand because she cried and refused to take a nap. However, parents did not accept this explanation.
Con Cung Private facility currently holds 13 children of nursery age and kindergarten age. The family said that for nearly a month of sending their children, this facility did not allow parents to monitor the camera, even though this is a legitimate right to monitor the quality of child care.
“My child sent in this facility for about a month, but the owner of the institute was afraid of his parents, so he constantly refused to connect with the camera. Since sending the child here, the evening he came back with a strange manifestation: startled, scared, crying in the middle of the night.
The child is only 20 months old, not yet fluent, but it is very clear that the child is psychologically affected," the parent said sadly.


Mr. Phan Quoc Manh, Vice Chairman of the People's Committee of Que My Commune, Que Son District, Quang Nam Province, confirmed the incident that occurred in Phuoc Chanh Village, Que My Commune. Mr. Manh said that the locality has grasped the information and is directing the commune police to investigate and clarify.
