In the 2025-2026 school year, Gia Lai province's education sector has 1,283 public preschool, general and continuing education (GDTX) institutions with 21,237 classes, 724,283 students.
The whole sector currently has 39,255 officials, including 2,889 management officials, 33,017 teachers, and the rest are staff. The total number of people assigned to work is 44,033, which includes 4,339 staff quotas supplemented by the Central Organization Committee for the province in the 2022-2025 period.
According to the 2026-2027 school year plan, the whole province still maintains 1,283 public educational institutions but the scale has increased to 21,480 classes with 735,356 students, an increase of 243 classes and 11,073 students compared to the previous school year.
Meanwhile, the payroll assigned in 2026 is only 39,627 people, a decrease of 4,406 people (about 10%) compared to 2025.
According to local calculations, to meet the scale of schools, classes and students in the 2026-2027 school year, the provincial Education sector needs 46,865 people to work, a shortage of 7,238 staff compared to the assigned number.
The sharp staff reduction causes localities to face many difficulties in arranging teachers to teach, especially when the number of students continues to increase.
Based on the assigned staffing targets for 2025 and actual needs, the Provincial People's Committee has agreed to assign the Department of Education and Training to coordinate with the commune-level People's Committee to develop a plan to recruit 4,088 public employees for public preschool and general education institutions.
To date, the Department of Education and Training has completed the receipt and appraisal of dossiers of more than 7,500 candidates registered for the recruitment and is preparing the next steps of the recruitment process.
However, due to the reduction of 4,406 targets in the 2026 payroll, the provincial education sector cannot continue to implement recruitment because there is no longer a payroll, which greatly affects the arrangement of teachers for the 2026-2027 school year.
In addition, the signing of contracts for teachers and staff according to Decree No. 235/2026/ND-CP of the Government in the province also faces many difficulties because the implementation costs are guaranteed by the local budget, while Gia Lai is still the locality receiving balanced supplements from the central budget.
According to the Provincial People's Committee, the risk of teacher shortages in the 2026-2027 school year, especially in ethnic minority areas, mountainous areas and areas with particularly difficult socio-economic conditions, is present.
From the above reality, Gia Lai Provincial People's Committee proposed that the Ministry of Education and Training, the Ministry of Home Affairs, and the Ministry of Finance summarize and report to the Government and central agencies to consider assigning payroll in 2026 to the Education sector of the province at least equal to the level of 2025.
At the same time, allowing the locality to continue to implement the plan to recruit 4,088 officials that has been issued to promptly supplement the shortage of teachers and staff.
In case the Central Government does not maintain the assigned payroll in 2025, the province proposes to consider, balance, and supplement funding for the implementation of teacher contracts for the 2026-2027 school year with a total amount of 554 billion VND, corresponding to the implementation needs of 4,406 contracts.
Previously, on July 6, the Department of Education and Training of Gia Lai province announced the temporary suspension of the recruitment of public employees in the education sector in 2025. The suspension is to ensure that the management and use of staff are consistent with the number of staff assigned by competent authorities in 2026, and at the same time create conditions to review and adjust staff targets compared to 2025.
