There will be special and outstanding policies for preschool and primary school teachers and staff
On August 22, the Politburo issued Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development.
The Resolution sets out 8 groups of tasks and solutions for breakthroughs in education and training development.
Notably, in the task group on solutions for strong institutional innovation, creating specific and outstanding mechanisms and policies for education and training development, there is an emphasized content: "There are special and outstanding incentive policies for the teaching staff; raising vocational preferential allowances for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for employees, 100% for teachers in particularly difficult areas, border areas, islands, and ethnic minority areas.

Develop appropriate policies to mobilize talented people outside of the teaching and training force to participate in teaching and training in educational institutions; implement a co-curricular lecturer regime for talented people working at public service units; have a mechanism to encourage the mobilization of talented people to preside over scientific research activities at educational institutions".
Creating motivation for teachers
Resolution 71 was issued at the beginning of the 2025 - 2026 school year, showing the great attention of the Party and State for education, teachers, and school staff.
With the above specific tasks and solutions, the resolution was welcomed by millions of teachers across the country in an excited and enthusiastic spirit.
Ms. Nguyen Thi Lien, Vice Principal of Dak Duc Primary and Secondary School (Duc Nong Commune, Quang Ngai Province) affirmed that Resolution 71 was issued as a great source of encouragement, spiritual encouragement, and recognition for the silent sacrifices of the teaching staff, especially teachers working in disadvantaged areas.
This will be a source of motivation for teachers to continue to stick with and contribute to the profession as well as attract excellent pedagogical students to become future teachers.
"The minimum allowance of 70% for teachers and 30% for first-time school staff not only reduces the economic burden, but also shows the Party and State's concern for the cause of educating people in disadvantaged areas.
In particular, school staff have been silently shouldering unnamed tasks for a long time. When I learned that they also enjoyed preferential policies, I was really moved. That is fairness and timely attention to make the whole team more united and unanimous for the beloved students" - Ms. Lien shared.
Ms. Le Thi Hang, a junior high school teacher in Thanh Hoa province, also expressed her joy and said that information about Resolution 71 has been a topic of discussion and exchange by teachers in recent days.
"We teachers hope that the Ministry of Education and Training will soon issue decrees and specific guiding circulars so that the Resolution can soon be put into practice, creating motivation for the teaching staff" - Ms. Hang expressed.
