The Ministry of Education and Training (MOET) has just announced a draft Circular regulating professional standards for teachers of continuing education institutions (MOETs) to collect widely received comments from relevant agencies, organizations and individuals on the Ministry of Education and Training's Electronic Information Portal.
The drafting and consultation of the draft Circular aims to carry out the tasks assigned by the Prime Minister related to the drafting of documents detailing the implementation of the Law on Teachers No. 73/2025/QH15.

The draft Circular consists of 3 chapters and 9 articles, regulating the subjects, scope of application; tasks; ethical standards; professional standards according to the title of teachers at vocational education institutions; management responsibilities of relevant parties.
The duties of teachers at vocational education institutions are determined according to job positions
Based on the functions and tasks of the vocational education center, vocational education center - GDDTX as prescribed in the Center's Organization and Operation Regulations, it is expected to implement a vocational secondary school program according to the policy of merging centers, the draft Circular stipulates that the tasks of teachers at the educational institutions are determined according to the job position corresponding to each teacher title ( vocational education teacher, main vocational education teacher and senior vocational education teacher).
This determination must ensure the principle: The duties of education and training teachers are a common task for all 3 titles of education and training teachers; the higher title of education and training teacher must perform the duties of the title of education and training teacher lower than the adjacent one and must perform some more complex tasks.
The regulation of tasks according to job positions aims to ensure the assignment and assignment of tasks to teachers corresponding to the appointed title, in accordance with the professional and technical capacity of teachers.
Regulating tasks according to job positions is an important basis for determining professional competence and skills standards for each professional title of a teacher in education and training, ensuring that teachers have enough capacity to successfully perform tasks according to the requirements of the job position.
At the same time, this is also the basis for paying salaries, bonuses according to job positions, and labor performance in the spirit of Resolution No. 27-NQ/TW on salary policy reform.
Regulations on professional standards for teachers at continuing education institutions
The professional standards for teachers are a system of standards for each teacher title, including standards on teacher ethics for teachers of education and training; standards on training and fostering qualifications; standards on professional competence and skills.
Accordingly, the professional ethics standards of GDDTX teachers are regulated in general for all 03 titles of GDDTX teachers. This ensures to maintain and build a standard image of a teacher, a model for learners to respect and follow.
Regulations on training and fostering standards are inherited as current for each professional title of Grade III, II, I for general education teachers and vocational education teachers teaching primary education. At the same time, teachers at vocational training institutions need to complete the vocational training program for vocational training teachers at vocational training institutions.
Regulations on professional and technical competence standards stipulate criteria to ensure that teachers can perform assigned tasks according to job positions.
These are important bases for implementing recruitment, appointment, salary classification, evaluation, and periodic classification by school year and are the orientation for teachers to advance their professional activities.
In addition, to implement the policy of merging vocational education centers and vocational education centers into vocational secondary schools equivalent to high schools under the Department of Education and Training, providing public services according to the inter-ward and commune areas according to Official Dispatch No. 59-CV/BCD dated September 12, 2025 of the Central Steering Committee on summarizing Resolution 18-NQ/TW, the Ministry of Education and Training is studying and proposing competent authorities to issue relevant legal documents as a basis for guiding localities to implement the merger policy.
After having a full system of legal bases for implementation, the Ministry of Education and Training will adjust the content of the Circular regulating the professional standards of teachers at continuing education institutions to suit the new model.
