Circular 29 on extra teaching and learning issued by the Ministry of Education and Training (MOET) takes effect from February 14, 2025.
After 1 month of implementation, the Ministry of Education and Training has issued a report assessing the implementation of Circular 29.
According to the Ministry of Education and Training, after a month of implementation, Circular 29 has initially had a positive impact, changing the awareness and habits of teachers, learners, parents and the whole society with extra teaching and learning; management levels have also gradually caught up with the new management of extra teaching and learning: Resolut, serious, in accordance with regulations.
Circular 29 after a month of implementation also received high consensus, meeting the expectations of society.
However, the Ministry acknowledged that there are still some shortcomings in the implementation process, which are that many schools suddenly stop teaching extra classes at this time, while it should have been adjusted as soon as the circular was issued in early January.
"Suddenly stopping tutoring in school affects the psychology of students and parents" - the Ministry of Education and Training commented.
Many localities are slow to issue instructions, departments and branches are not coordinating effectively, causing some teachers who need to teach extra classes to worry.
Some other issues such as lack of facilities; parents depend on teachers, lack of knowledge to help their children study, expect their children's achievements; exam pressure; weak self-study skills of students... also created many concerns when Circular 29 was implemented.
To overcome the above limitations, the Ministry of Education and Training requires schools to survey and classify students according to their qualifications to have a suitable plan for class classification and teacher classification. This is to limit the widespread organization of review.
Schools must continue to innovate methods of testing and evaluating students in the direction of forming qualities and abilities; not putting pressure on them to take extra classes. In addition to the main curriculum, the school can organize self-study sessions for students, considering making self-study results an emulation and assessment goal for the year.
For extra-curricular teaching, the Departments of Education and Training must coordinate with specialized agencies to support teachers in registering for extra-curricular teaching; strengthen inspection and handling of violations.
In the long term, the Department of Education and Training advises local Party committees and authorities to arrange local budget sources and increase the mobilization of social resources to build enough schools and classes and ensure quality so that all students of general education can go to school, reduce pressure in enrollment, especially in big cities, industrial parks, densely populated areas, and resolutely not let students of general education not go to school.
