The content of the document stated that, implementing Notice No. 119 dated January 20 of the Central Party Office announcing the General Secretary's conclusion during his visit and work in Bac Ninh province and the instructions of the provincial leaders on developing the Project to establish Bac Ninh City under the Central Government, the Department of Home Affairs of Bac Ninh province has reviewed the criteria and standards prescribed by the centrally-run city.
From there, the department has advised the Party Committee of the Provincial People's Committee to report to the Provincial Party Committee Standing Committee to submit to the Politburo the policy of developing a Project to establish Bac Ninh City under the Central Government; advised the Provincial Party Committee Standing Committee to establish a Steering Committee to develop a "Project to establish Bac Ninh City under the Central Government"...
In addition, the Department of Home Affairs of Bac Ninh province has also developed the Working Regulations of the Steering Committee for the Development of the Project to Establish Bac Ninh City under the Central Government; organized the selection of a Consulting Unit to prepare and appraise the Project tasks and budget for the development of the Project to Establish Bac Ninh City under the Central Government.
The Department has also completed the task outline and cost estimate for the development of the Project to establish Bac Ninh City under the Central Government; reported and submitted to competent authorities.
Along with that, the department has issued a plan to collect documents to serve the development of the Project to establish Bac Ninh City under the Central Government; at the same time, organize delegations to departments, branches, and sectors of the province, the People's Committee of Bac Ninh City, Tu Son City and Tien Du District to collect documents to serve the development of the project.
All preparations to implement the Project to establish Bac Ninh City under the Central Government are almost complete.
However, the Politburo and the Secretariat later issued Conclusion No. 126, dated February 14 on a number of contents and tasks to continue to reorganize and streamline the apparatus of the political system in 2025; Conclusion No. 127 dated February 28 on the implementation of research and proposal to continue reorganizing the apparatus of the political system, which required the development of a "Project to merge a number of provincial-level administrative units, not organize at district level, merge at commune level administrative units".
The Standing Committee of the Bac Ninh Provincial Party Committee then issued a document to implement Conclusions 126, 127 of the Politburo and the Secretariat.
Therefore, to implement the above policy, the Department of Home Affairs of Bac Ninh reported to the Standing Committee of the Provincial People's Committee and the Chairman of the Provincial People's Committee to agree to propose that the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee consider and decide to agree to the policy of postponing the reporting period of the Project to establish Bac Ninh City under the Central Government until further direction is given.
In addition, the Department of Home Affairs also requested the provincial leaders to agree on the policy of leasing a Consulting unit to establish a Project on not organizing district-level administrative units and arranging commune-level administrative units in Bac Ninh province according to the direction of the Central Government and assigning the Department of Home Affairs as the investor to develop the project.
Previously, on the afternoon of January 13, General Secretary To Lam and the central working delegation visited and worked with the Executive Committee of the Bac Ninh Provincial Party Committee.
At the meeting, Bac Ninh province reported that it will basically meet the criteria for a type I urban area by 2025 and become a centrally-governed city by the end of 2026.
General Secretary To Lam welcomed Bac Ninh province to strive to achieve the criteria of a type I urban area by 2025 and become a centrally-governed city by the end of 2026, and at the same time requested the province to develop continuous development solutions.
