The Party Committee of the Ministry of Education and Training (MOET) has just sent a document to the Standing Committees of the Provincial Party Committees/Cities on the work of arranging the organization of preschool, general education, and continuing education institutions.
The document clearly stated that through inspections of the arrangement of the network of educational institutions in some localities, many provinces and cities have proactively and resolutely implemented the policy of streamlining the network of systematic, scientific, cautious, democratic, public and transparent public educational institutions.
However, there are still limitations in implementation, which could potentially affect teaching and learning organization and ensure educational security, especially in disadvantaged areas and densely populated urban areas.

To ensure system stability, strictly implement the Central's direction and in accordance with current regulations, the Standing Committee of the Party Committee of the Ministry of Education and Training recommends that the Standing Committee of the Provincial Party Committees/Cities pay attention to directing and directing the correct implementation of the direction of the Central Steering Committee in Plan No. 130 on the arrangement of public service units in the field of education " basically keep existing high schools, junior high schools, primary schools, inter-level schools and public kindergartens; only propose to arrange and adjust when really necessary in a convenient direction, serving the needs of people and students".
The Standing Committee of the Party Committee of the Ministry of Education and Training recommends that the Standing Committees of the Provincial/City Party Committees direct the review and arrangement of branch schools according to a suitable roadmap, focusing on forming, maintaining and developing boarding and semi-boarding schools for students in the center of communes or inter-communes; prioritize ensuring safe travel conditions, reasonable distances, not increasing costs and risks for students, especially in disadvantaged areas, border areas, and islands.
Direct the comprehensive assessment of the arrangement plans to develop a suitable implementation roadmap or adjustment plans, ensuring feasibility, stability, and no disruption to teaching activities; temporarily suspend implementation for plans and public educational institutions exceeding the scale, not ensuring minimum conditions until there is a full impact assessment.
The arrangement must comply with regulations on the scale of schools, classes; staff and standards of teachers; facilities, land funds, population density and geographical conditions; absolutely do not affect the right to education of students.
The Standing Committee of the Party Committee of the Ministry of Education and Training requests the Standing Committees of the Provincial/City Party Committees to pay attention to directing the review and completion of the plan according to the above contents and inform the results to the Ministry of Education and Training before December 1, 2025.
