What conditions are required to open extra classes at home?
Mr. Le Manh Hung graduated from university with a major in engineering, is a freelance teacher, and has never taught in any school.
Mr. Hung asked: "I want to teach extra classes at home (a small group of 5-7 students), in addition to business registration and tax registration, do I need to have any other legal documents or procedures?"
The Ministry of Education and Training responds to this issue as follows:
Extra teaching and learning outside of school are clearly regulated in Article 6 of Circular No. 29/2024/TT-BGDDT dated December 30, 2025. In Mr. Le Manh Hung's case, organizing extra-curricular activities outside of school with money collected from students must fulfill the following requirements:
- Register a business in accordance with the provisions of law;
- Publicly on the electronic information portal or listed at the place where the tutoring institution is headquartered on the subjects that are organized for extra classes; the duration of extra classes for each subject according to each grade; location, form, time of organizing extra classes; list of teachers and the tuition fee collection before enrolling for extra classes (according to Form No. 02 in the Appendix to Circular No. 29/2024/TT-BGDDT).
- Must ensure good moral qualities; have professional capacity suitable for the subjects participating in extra teaching.
