In 2008, Mr. Le Bao (Gia Lai) was recruited as a junior high school teacher, code 15a.202.
In the 2015-2016 school year, Mr. Bao transferred to primary school and still kept the code 15a.202.
In 2018, Mr. Bao was transferred to the professional title of Grade III Primary School Teacher, code V.07.03.
In 2023, he was appointed a Grade III Primary School Teacher, code V.07.03.29. Mr. Bao asked if he had held the rank for 9 years to apply for the transfer to be a Grade II Primary School Teacher, code V.07.03.28?
The Ministry of Education and Training responds to this issue as follows:
The period included in the professional title of Grade III Primary School Teacher (code V.07.03.29) is stipulated in Clause 2, Article 13 of Circular No. 13/2024/TT-BGDDT, including:
"a) Time holding the professional title of Grade III Primary School Teacher (code V.07.03.29);
b) Time for teachers to hold the professional title of Grade III Primary School Teacher (code V.07.03.08);
c) Time for teachers to hold the professional title of Grade IV Primary School Teacher (code V.07.03.09);
d) Time holding the rank of Primary School Teacher (code 15a.204);
d) Time holding the rank of Primary School Teacher (code 15.114);
e) Other times determined by competent authorities equivalent to the ranks and ranks specified in Point a, Point b, Point c, Point d, Point d of this Clause when teachers are transferred to the professional title of primary school teacher;
g) Working time in accordance with the provisions of law, with compulsory social insurance payment that meets the Government's regulations in Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP has been amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP".
Therefore, the time Mr. Le Bao held the title of high school teacher (code 15a.202) before being transferred to the professional title of Grade III Primary School Teacher (code V.07.03.08); the time holding the professional title of Grade III Primary School Teacher (code V.07.03.08 and code V.07.03.29) was determined to be the time holding the professional title of Grade III Primary School Teacher (code V.07.03.29) to register for consideration for promotion to the professional title of Grade II Primary School Teacher (code V.07.03.28) when organized by the competent authority in the locality.
