Ms. D. T. M is a primary school teacher, assigned to do homeroom work. According to Circular No. 05/2025/TT-BGDĐT, the teaching time quota for primary school teachers is 23 periods, homeroom teachers are reduced by 4 periods. Ms. M only has to teach 19 periods, but in the timetable it is shown that she teaches 21 periods.
However, Ms. M was not allowed to convert 2 extra periods, the reason is that those 2 periods teach experiential activities and are included in the homeroom work. Ms. M asked, is her school applying this correctly?
Regarding this issue on the Government Electronic Information Portal, the Ministry of Education and Training said that according to the provisions of Circular No. 05/2025/TT-BGDĐT dated March 7, 2025 of the Minister of Education and Training stipulating the working regime for general education teachers, university preparatory teachers, and homeroom teachers, there is a reduction of 4 periods/week to perform the tasks of homeroom teachers.
In which, according to the provisions of point c, clause 2, Article 27 of Circular No. 28/2020/TT-BGDĐT, homeroom teachers have the task of coordinating with subject teachers and Team Leaders to organize educational activities. According to the 2018 General Education Program, for primary school levels, these educational activities are experiential activities.

In addition, according to the provisions of point c, clause 2, Article 13 of Circular No. 05/2025/TT-BGDĐT, in cases where teachers directly teach (directly or online) experiential activities organized by the school for students according to the scale of grades or the scale of the whole school, with lesson plans, teaching plans or report outlines, 1 teaching period is converted to 1.5 norm teaching periods.
Based on the above regulations, in case the homeroom teacher does not directly teach experiential activities but only performs the task of coordinating with the teacher, the Head of the Team to organize experiential activities in the flag-raising activity, this task has been included in the 4-period/week reduction regime of the homeroom teacher and is not converted into teaching hours to be included in the teaching hours norm.
