Will study changing school rules
The Ministry of Education and Training (MOET) has just reported on the reception and explanation of the opinions of National Assembly delegations and the opinions of National Assembly deputies on the draft Law amending and supplementing a number of articles of the Law on Education.
Regarding groups of issues on policies on treatment of teachers, there are opinions from National Assembly deputies that many teachers are currently under administrative pressure, with complicated records and books, and emulation and rewards; suggesting that the Law should be regulated in the direction of increasing professional autonomy and reducing administrationalization.

Regarding this content, the Ministry of Education and Training (MOET) said that the policy of cutting and simplifying administrative procedures, enhancing the application of technology and using digital data is currently being implemented at all levels and sectors, including education and training.
In response to the opinions of National Assembly deputies, in the process of developing guiding documents and regulations, the Ministry of Education and Training will accept and complete the procedures, requirements for books in the field of education and training in general and for teachers in particular.
"In addition, the Ministry of Education and Training is currently studying and amending regulations on school regulations, in which it will study and absorb opinions of National Assembly deputies regarding the adjustment of regulations on records and books for teachers to ensure compliance with practical requirements and general policies of the Party and State" - the Ministry of Education and Training stated.
Proposal to build a salary, allowance and job promotion mechanism according to work efficiency
There are opinions from National Assembly delegates suggesting building a reasonable salary, allowance and promotion mechanism, associated with work efficiency, not only based on qualifications or seniority; to replace the phrase "preferential allowance according to job position" with "preferential allowance according to job position" to suit the reality and new salary policy.
Regarding this content, the Ministry of Education and Training said that the Ministry is developing a Decree guiding the implementation of the Law on Teachers and a Decree regulating salary policies and allowances for teachers. In response to the opinions of National Assembly deputies, the Ministry of Education and Training will propose specific regulations on conditions for career promotion. Accordingly, teachers are appointed to titles corresponding to the level of meeting the title standards, the contributions, professional performance results of teachers and the job position they undertake.
Regarding the salary and allowance regime, currently implemented according to the Government's regulations applied generally to all civil servants in all sectors and fields, the payment of salaries and allowances is currently being implemented according to the appointed position, seniority in work associated with teaching level and working area.
The types of decrees for civil servants are currently being implemented according to the provisions of Decree No. 204/2004/ND-CP, including preferential allowances according to the profession. In addition, in Resolution 27-NQ/TW on reforming new salary policies, the Politburo strategically rearranged allowances. In particular, combining vocational preferential allowances, occupational responsibility allowances and toxic and dangerous allowances (collectively referred to as occupational allowances) applies to civil servants and public employees of occupations and jobs with higher than normal working conditions and with appropriate preferential policies of the State (education and training, health, courts, prosecution, enforcement of civil judgments, inspection, examination, auditing, customs, forestry, market management, etc.).
Therefore, the use of the term "professional allowance" in this context is appropriate, ensuring legal regulations and a new policy on salary policy reform.
