In Mr. Thuong Thai Thanh Tan's locality, there are a number of contract teachers under payroll payroll, directly teaching at secondary schools, primary schools and preschools, who have received preferential teaching allowances for many years. However, since September 1, 2025, principals of schools have cut preferential teaching allowances for contract teachers.
According to the explanation, the reduction of teaching allowances is implemented in accordance with Joint Circular No. 01/2006/TTLT-BGDĐT-BNV-BTC dated January 23, 2006, amended and supplemented in Circular No. 27/2018/TT-BGDĐT dated October 25, 2018 of the Minister of Education and Training.

Mr. Tan asked, are teachers who directly teach under contract at public secondary, primary and preschool schools under the national education system entitled to preferential teaching allowances?
Regarding this issue, the Ministry of Education and Training answers as follows:
The preferential allowance regime for teachers directly teaching in public educational institutions is implemented according to the provisions of Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister and guiding documents.
Accordingly, the subjects of application are teachers (including those in probation periods, contracts) who are payroll teachers, directly teaching in public educational institutions under the national education system.
Thus, for contract teachers who are payroll teachers of the school, directly participating in teaching at secondary schools, primary schools and preschools, they are subject to the calculation of preferential allowances for teachers.
