To implement the Law on Teachers effective from January 1, 2026, the Ministry of Education and Training advised the Government to issue a Decree regulating salary policies and allowances for teachers. One of the outstanding policies expected to be stipulated in this Decree is that all teachers are entitled to a special salary coefficient.
In which, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other titles of teachers are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient. For teachers teaching at schools, classes for people with disabilities, centers to support the development of integrated education, and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.
Accordingly, the specific salary coefficient is calculated with the salary level and is not used to calculate the allowance level with the salary calculation formula as follows:
Salary implemented from January 1, 2026 = Basic salary x Current salary coefficient x Special salary coefficient.
Many teachers believe that this proposal is very important. The teaching profession is not only a profession but also a mission of "growing people", associated with great responsibility and long-term impact on society. Recognizing by a special salary coefficient is not only a material encouragement, but also a demonstration of respect and correct assessment of the value of the teaching profession in social life.

Sharing about this issue, Associate Professor, Dr. Do Van Dung - former Principal of Ho Chi Minh City University of Technical Education - said that the proposal that all teachers are entitled to a special salary coefficient is an important step forward in the treatment policy, demonstrating the recognition of the special role of the teaching profession in society. This is not only an adjustment in terms of salary techniques, but also has profound political, social and humanitarian significance.
This policy helps establish fairness between labor value and income, overcoming the long-standing situation where teachers have lower salaries than the general level of civil servants despite the large workload and pressure.
