The Ho Chi Minh City Department of Education and Training has just issued guidelines for collecting, using tuition fees and fees; implementing the regime of exemption, reduction, tuition support and study costs support for public schools in the 2025-2026 school year.
Regarding tuition fees
For preschool education, general education, and continuing education: The Department of Education and Training recommends that schools temporarily not implement tuition fees until the City People's Council issues a Resolution regulating tuition fees and tuition support for children, students, and students of general education programs in public educational institutions in the 2025-2026 school year.
For vocational education: These units implement the tuition fee collection for the 2025-2026 school year according to Article 10 of Decree No. 81/2021, tuition exemption and reduction policies, study cost support; service prices in the field of education, training, etc.
Service fees and other service fees:
Service fees for service and support activities in education are implemented according to the provisions of Article 2 of Resolution No. 18/2025.
The above fees are the maximum fees. Based on the actual situation and needs of students, educational institutions organize and agree with parents on a specific collection rate but not exceeding the collection rate prescribed in this Resolution and not exceeding 15% of the collection rate implemented in 2024-2025.
The contents and collection levels must be inherited and implemented from the previous school year. In case the school organizes the provision of additional service, these fees must be surveyed and parents' opinions consulted before implementation.
The Department of Education and Training notes that the units implement the correct names of the fees.
District the correct difference between the "Off-time care and nurturing services" fee (including before and after school care services, excluding meals) and the "Off-hour care and nurturing services" fee (including daycare services during holidays, excluding holidays, excluding meals).
For the fee for classes that need to use air conditioners but have to rent them, the rental of air conditioners must have the consent of parents and be implemented in accordance with the provisions of law.

The Department of Education and Training requires the contents and collection levels to be inherited from the previous school year. The fee is commensurate with the quality of educational and training services. The rate of increase in the collection rate for the 2025-2026 school year (if any) shall not exceed 15% compared to the collection rate implemented last year.
For fees for organizing other services for students: This fee is agreed upon in principle by public educational and training institutions with parents to choose a supplier according to regulations and purchase to directly serve each individual student's study and living expenses such as: equipment, items for boarding school, uniforms, sportswear, student identification documents, school supplies - learning materials, identification checks, boarding meals, breakfast and drinking water.
The collection rate for this content must be consistent with local reality, if there is an increase compared to the previous year, it must be explained, made public, transparent and with the consent of parents. The school invited parents to participate in coordinating supervision and monitoring to have a basis for appropriate adjustment.
