The Hoa Lu University construction project was approved for investment and construction in 2007 with a total area of 25 hectares in Ninh Binh city with a total investment of over 488 billion VND from the State budget.
The project is invested by Hoa Lu University, however, due to difficulties in capital sources, the project has been suspended and abandoned for more than 15 years.
In 2019, this project was transferred to the Ninh Binh Province Civil and Industrial Construction Investment Project Management Board as the investor.
To ensure basic standards, meet national standards for higher education institutions, and at the same time meet the goals of the Hoa Lu University Development Planning Project for the period 2021 - 2025 and orientation to 2030, the People's Committee of Ninh province has approved an adjustment and addition to the Hoa Lu University Construction Project with a scale of 25.2 hectares to 17.3 hectares.
The total investment of the project after adjustment is nearly 770 billion VND (an increase of nearly 300 billion VND compared to before adjustment) from the central budget, national target program capital and Ninh Binh province budget. The project implementation period is until the end of 2025.
Present at the Hoa Lu University Project construction site on May 11, according to the reporter of Lao Dong Newspaper, contractors are mobilizing machinery and hundreds of workers to carry out construction to complete the project items.
Items such as: Road A, B; Headquarters; Library - Health - Dining House of the construction unit have completed the rough construction and are constructing the electrical and water systems in the house and installing sanitary equipment, fire prevention and fighting systems, air conditioning systems...
For items such as: Hall; Multi-purpose Gymnasium; Swimming pool area, the construction unit has completed over 85% of the rough construction. Other items such as: outdoor lighting, drainage system, roads... are also being completed.
Speaking with Lao Dong Newspaper, Mr. Tong Duc Long - Deputy Director of the Ninh Binh Province Civil and Industrial Construction Investment Project Management Board - Project Investor - said that the Hoa Lu University Construction Project is one of 16 key projects identified by Ninh Binh Province that need to focus on leadership and direction.
The total investment of the project is nearly 770 billion dong, of which the cost of construction and equipment is over 660 billion dong. The value of the completed volume up to the present time is estimated at over VND 555 billion, of which construction is VND 506 billion, site clearance, advice and other expenses are nearly VND 49 billion. The accumulated capital of 2025 was over VND 740 billion, the disbursed capital was over VND 530 billion, the capital plan in 2025 was arranged for the project of VND 210 billion.
With the participation of the investor, the construction unit, along with hundreds of technical staff and workers working continuously and urgently up to now, the project has basically completed over 85% of the work.
"We are directing contractors to focus on machinery and human resources to speed up the progress so that the project can be completed and put into use in the 2025 - 2026 school year" - Mr. Long said.
