Concretizing the roadmap
The plan to implement Project No. 02-DA/TU of the City Party Committee Executive Committee on "Making English a second language in schools" has set out a specific roadmap for all levels of education in each stage.
Accordingly, for preschool education, the period 2026 - 2030 will organize activities to familiarize with English in favorable areas, ensuring 100% of qualified facilities are implemented. In the period 2030 - 2035, expand implementation throughout Can Tho City, prioritizing preschool children.
In the period 2035 - 2045, focus on consolidating, improving quality and sustainable development; striving to have 100% of preschool education institutions deploy activities to familiarize themselves with English by 2045.
For general education, in the period 2026 - 2030, ensure that 100% of general education institutions organize compulsory English teaching from grade 1. In the period 2030 - 2035, expand enhanced and high-quality models.
In the period 2035 - 2045, focus on promoting advanced teaching and integration; strive to have 50% of facilities reach level 1 by 2045, making English a learning and integration tool for high school students.
For higher education, in the period 2026 - 2030, strive for 100% of higher education institutions to reach Level 1, focusing on standardizing outputs and building a learning environment in English. In the period 2030 - 2035, gradually shift to a bilingual training model; strive for 50% of higher education institutions to reach Level 2.
In particular, in the period 2035 - 2045, higher education in Can Tho City aims for comprehensive internationalization; striving to have 100% of higher education institutions reach level 3 by 2045, making English the main language in training, research and university governance.
This plan also has a roadmap for continuing education and vocational education in each stage.
Synthesis of multiple resources
According to the plan of Can Tho City People's Committee, this Project is mobilized comprehensively from many resources, ensuring sustainability, efficiency, focus and suitability for the implementation roadmap, associated with the strategy of making English the second language in schools in the period 2026 - 2035, with a vision to 2045 in Can Tho City.
Including state budget sources; socialized resources and public-private partnerships; legal revenue from educational institutions; aid, sponsorship and international cooperation sources.
The total estimated cost of implementing the Plan according to Project No. 02-DA/TU is 705 billion VND.
In which, the large allocated funding is to promote the application of advanced artificial intelligence (AI) technology, strengthen facilities and equipment to ensure quality for the development of education activities, teaching English, teaching in English, prioritizing difficult and extremely difficult areas with about 498 billion VND.
Next, Can Tho City also develops the team and improves the quality of training and fostering management officials, teachers, lecturers teaching English and teaching in English, ensuring sufficient quantity and synchronous quality with about 137 billion VND.
