It is estimated that about 15,000 centers and business households related to extra teaching have been established. According to Mr. Cuong, somewhere, the tuition fee is much higher than before, even if it is voluntary. Pointing out the difficulties when Circular 29 does not stipulate sanctions for violations of extra teaching and learning, Mr. Cuong suggested that the ministry should have instructions so that the facility has a basis for implementation.
