Delegate Nguyen Thi Nhuan questioned that currently in some northern districts of the province, there is a surplus of more than 600 high school and middle school teachers, while in the southern districts, there is a severe shortage. So what is the appropriate solution for transfer?
Responding to this content, the Director of the Department of Home Affairs of Ha Tinh said that the People's Committee of Ha Tinh province is currently directing the recruitment of additional teachers and transfers to ensure reasonableness. While the transfers have not been made, they will temporarily be assigned to contract recruitment to ensure the regulations on the ratio of teachers/class. In addition, the student stream will be assigned to ensure the corresponding student ratio, suitable for the number of teachers in that area.
Delegate Tran Van Ky questioned, how is flexible teacher staffing implemented?
The Director of the Ha Tinh Department of Home Affairs explained that the flexible allocation of teacher positions means assigning a certain number of positions to localities, so that localities can flexibly arrange teachers according to the appropriate teacher/student ratio in their localities according to the regulations of the Ministry of Education to ensure the quality of teaching and learning.
Currently, Ha Tinh province is assigning the Department of Home Affairs to coordinate with the Department of Education and localities to review the number of teachers in the area to determine the specific surplus and shortage so that in January 2025, it will advise on the appropriate transfer and assignment of teachers to overcome the situation of surplus and shortage in some places.
The surplus of preschool teachers was also raised by the representative. Mr. Le Minh Dao replied that these are existing teachers so it is very difficult to handle. This requires time and active mobilization of children under 3 years old to go to school to match the standard ratio of teachers/students.
Delegates also raised questions about the need to build public housing for teachers to facilitate teachers working far from home to have a place to live near their school. This would help facilitate the transfer of teachers.
Accepting this proposal, the Director of the Department of Home Affairs informed that in the coming time, the Department will continue to consult with relevant agencies to better address the issue of building public housing for teachers in the area.
