Many proposals on allowances and incentives for teachers
In recent days, the National Assembly has discussed many draft laws amending and drafting important Resolutions of the National Assembly in the field of education and training such as the National Target Program on modernization and Improvement of Education and Training Quality for the period 2026 - 2035; Draft Law amending and supplementing a number of articles of the Law on Education; Draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, etc.

During the discussion sessions, the outstanding issue that many delegates were interested in and contributed opinions on was the regulations on allowances and incentives for teachers, because "all innovation is sustainable only when teachers have a guaranteed life and are assured of their contributions".
Regarding the special treatment policy for human resources in the education sector, delegate Hoang Quoc Khanh (Lai Chau delegation) expressed his basic agreement with the regulation "Career incentives are implemented according to the roadmap with a minimum of 70% for teachers, 30% for employees and 100% for teachers working in areas with particularly difficult socio-economic conditions, border areas, islands, ethnic minority areas, mountainous areas and specialized schools".

The delegate also suggested that it is necessary to clarify the content of "professional incentives are implemented according to the roadmap".
"Not determining a specific timeline can easily lead to expectations among the teaching staff but then slow implementation, affecting psychology, confidence and policy implementation efficiency" - the delegate noted.
The treatment and investment regime for teachers is very important
Minister of Education and Training Nguyen Kim Son said that to implement Resolution 71, many things are needed, in which the National Target Program is one of the top important measures and tools.
The Ministry also has a specific plan to implement. With three groups of tasks on infrastructure development and modernization, according to the Minister, the issue of people determining the quality of education is people, teachers. In particular, the content of professional teaching and learning is also focused and thoroughly grasped.
Regarding the national target program, the Minister said that with the nature of the public investment program, the largest component of money is spent on infrastructure. Among them, there are many big things such as striving to reinforce all schools by 2030, this is a very big goal. Currently, there are only 13% of temporary schools.
We have basically resolutely eliminated temporary houses for people, but we must also eliminate temporary schools for students - the Minister said and added that 13% of temporary schools is the national average but only concentrated in some disadvantaged provinces. Even in some disadvantaged provinces, the rate of unstable schools and classes is up to more than 40%, mainly concentrated in preschool and primary education institutions.
Therefore, the goal set by the program is to use both State capital, central and local resources, mobilize social resources and many other measures by all means to prioritize the elimination of temporary schools for students. Along with that are urgent goals in providing enough facilities to be able to implement the general education program to comprehensively develop students.
In the component projects, the program also contains content for teachers and according to Minister Nguyen Kim Son this is a very important content. However, the Minister frankly admitted that "spending for people, although very important, is not easy". Therefore, there are also norms and calculations for partly spending on people, the amount of money is modest compared to other parts.
Speaking more about the proposal to spend 580,133 billion VND to modernize and improve the quality of education, Minister Nguyen Kim Son said that it has been calculated that if the basic items as stated in Resolution 71 are achieved, this figure will only be basic.
Citing the policy of building 248 boarding schools in the border, the Minister gave a calculation figure: 100 schools need 20,000 billion VND, this amount is available. 148 schools will soon need nearly 30,000 billion VND more.
"Thus, the cost of building border schools alone is nearly 50,000 billion VND" - the Minister said.
