Regulations on working regime for general education teachers and university residents
The Ministry of Education and Training (MOET) issued Circular 05/2025/TT-BGDDT on regulations on working regime for general education and university admission teachers, effective from April 22, 2025.
Accordingly, the principles for determining the working regime for general education and university residents are as follows:
- Teachers' working hours are implemented according to the school year and converted into teaching periods, including the number of teaching periods in 01 school year and the average number of teaching periods in 1 week according to the teaching period norms prescribed in Article 7 of Circular 05/2025/TT-BGDDT.
The working hours of principals and deputy principals are guaranteed to be 40 hours/week, including the number of teaching hours as prescribed in Article 8 of Circular 05/2025/TT-BGDDT.
- The assignment and assignment of tasks to teachers must ensure regulations on teaching hours, working hours, and rest hours according to the provisions of law; ensure publicity and fairness among teachers in the same school. In case of having to arrange concurrent teachers, principals prioritize the assignment of concurrent positions to teachers who do not meet the average teaching period for 01 week and ensure that teachers meet the requirements to perform the assigned tasks.
Based on the education plan, the current status of the team and the teaching period quota for 1 school year, the principal assigns teachers to teach according to the average teaching period quota for 1 week. In case teachers must be assigned to teach more than the average teaching period in 1 week (including the converted teaching period for concurrent tasks), the total number of teaching periods exceeding in 1 week must not exceed 50% of the average teaching period in 1 week, the total number of teaching periods exceeding in 1 school year must not exceed the number of overtime hours as prescribed by the law on labor.
- Each teacher must not concurrently hold more than 2 tasks as prescribed in Articles 9, 10, and 11 of Circular 05/2025/TT-BGDDT.
For tasks as prescribed in Chapter III of Circular 05/2025/TT-BGDDT (except for concurrent tasks in Clause 3, Clause 5, Article 9; Clause 1, Clause 2, Clause 3, Article 10 of Circular 05/2025/TT-BGDDT), if they have received remuneration or allowances, the teaching period quota shall not be reduced or converted to teaching period.
- Teachers teaching at general schools with many levels of education appointed to the professional title of teacher at any level shall comply with the prescribed teaching hours for teachers at that level.
In case a teacher is assigned to teach at the school level according to the appointed title and is assigned to teach at another school level, each teaching period at another school level is calculated by 1 standard period.
- For tasks that have not been regulated with the regime of reducing the teaching period quota according to Articles 9, 10, and 11 or have not been converted to teaching period according to Article 13 of Circular 05/2025/TT-BGDDT, the principal shall base on the complexity and workload of the task, the expected number of teaching periods converted for that task and submit to the School Council for opinions. After reaching a consensus, the principal decides on the number of converted teaching periods for the task and reports to the competent management agency. In case there is no School Council, the principal shall send opinions to the vice principals, Party committees and group leaders and deputy group leaders of professional groups.
New regulations on tuition support policies and living expenses for pedagogical students
On March 3, 2025, the Government issued Decree 60/2025/NQ-CP amending and supplementing a number of articles of Decree 116/2020/ND-CP dated September 25, 2020 of the Government regulating policies to support tuition fees and living expenses for pedagogical students.
Accordingly, Decree 60/2025/NQ-CP has amended and supplemented Article 13 of Decree 116/2020/ND-CP on the responsibilities of beneficiaries of tuition support policies and living expenses. Decree 60/2025/NQ-CP takes effect from April 20, 2025.
sets of standards for evaluating the quality of higher education training programs
The Ministry of Education and Training issued Circular 04/2025/TT-BGDDT dated February 17, 2025 regulating the quality assessment of training programs at all levels of higher education, effective from April 4, 2025.
Accordingly, the set of standards for evaluating the quality of training programs includes 8 standards: Goals and output standards of training programs; structure and content of training programs; teaching and learning activities; assessment of learning outcomes; teaching staff, researchers; learning support services; infrastructure, facilities and equipment; output and output results.
