On January 27, at the regular press conference in January 2026, the Quang Ninh Department of Education and Training said that the province is implementing Resolution No. 86/2025/NQ-HDND on policies to support oral milk at school for preschool children and primary school students studying at educational institutions in Quang Ninh province in the period 2025 - 2030.
According to the resolution, the support subjects include children in kindergartens from 6 months of age and older, kindergarten children and primary school students who are agreed to milk by their parents or guardians according to the policies specified in the resolution.
The support level is 110ml of milk/child/day for preschool children; 180ml of milk/child/day for preschool children and primary school students.
Milk is used in actual school days at educational institutions, but not exceeding 175 days/school year. The policy is implemented until the end of December 31, 2030.

The used product is liquid sterilized fresh milk, fully meeting national technical standards, ensuring food safety and hygiene according to the regulations of the Ministry of Health.
Milk has a minimum shelf life of 180 days from the date of manufacture, is packaged separately for one use, has a milk product identification logo implemented according to this resolution printed on the main surface of the product packaging; the remaining minimum number of days is 90 days compared to the shelf life printed on the packaging.
Policy implementation costs are guaranteed from the state budget according to management decentralization and other legal sources.
Every year, about 200,000 preschoolers and primary school students benefit from the policy, and the estimated implementation cost is over 300 billion VND/school year.
Regarding the implementation progress, to date, 118 preschool education institutions and 140/140 general education institutions with primary levels have sent the 2026 estimate to the commune-level People's Committee.
According to the Department of Finance of Quang Ninh province, 46/54 communes, wards, and special zones have sent cost estimates; The Department of Finance has appraised and submitted to the Provincial People's Committee to propose additional funding in 2026 for implementation.
Based on appraisal, Quang Ninh Provincial People's Committee has issued a decision to supplement more than 112 billion VND for 22 communes, wards, and special zones to implement policies; the remaining localities are expected to be allocated funds by the end of January 2026.
Currently, Hong Gai ward is the first locality to complete the allocation of budget estimates for kindergartens and elementary schools with a total budget of nearly 11 billion VND. In which, Hong Gai Elementary School and Hong Gai Kindergarten have completed the selection of contractors; it is expected that from February 6, students will start drinking milk at school.
