Pioneering tuition fee exemption for all levels of education
Hai Phong is a pioneering locality to support 100% tuition fees for students from preschool to the end of public high school according to Resolution 54/2019/NQ-HĐND. From the 2020-2021 school year, the city exempts tuition fees to the secondary school level; from the 2021-2022 school year, expanding to high school. The policy has humanistic meaning, contributing to ensuring equal learning opportunities and reducing the financial burden for families.
Ms. Nguyen Thi Quynh Anh (Le Chan ward) said that her family has 2 children of preschool and elementary school age. After 6 years of enjoying tuition fee exemption policies, the family has reduced the financial burden, and at the same time has more conditions to invest in the learning and talent development of their children.
Specifically for children of industrial park workers, from August 2021, Hai Phong implemented Resolution No. 04/2021/NQ-HDND dated August 12, 2021 of Hai Phong City People's Council stipulating a number of support levels for implementing Decree No. 105/2020/ND-CP dated September 8, 2020 of the Government on preschool education development policies. In which, children studying at preschool education institutions of the type of private and semi-public with parents or caregivers who are workers working in industrial parks are supported 200,000 VND/child/month.
Along with tuition fee exemption, every year, the city budget prioritizes spending the majority on education - training and vocational education, ensuring the necessary financial and material conditions. In the period 2020-2025, the Eastern Hai Phong region's total expenditure on education and training is more than 33,786 billion VND, an increase of 13,870 billion VND compared to the period 2015-2019; average budget expenditure is 1,134 million VND/year/child in kindergarten; preschool 1,190 million VND, secondary school 664,000 VND, high school 919,000 VND. The Western Hai Phong region, total expenditure on education and training in the period 2020-2025 is more than 24 trillion VND (an increase of 7,363 billion VND compared to the previous period).
Many mechanisms to encourage excellent teachers and students
The city also issued a Resolution stipulating mechanisms and policies in training and fostering excellent students; selecting, using, and treating management staff and teachers in the field of national, regional, and international excellent student training and fostering.
Students participating in international Olympic exams in subjects assigned by the Ministry of Education and Training who win Gold Medals (First Prize) are rewarded with 500 million VND; Silver Medals (Second Prize) are rewarded with 400 million VND; Bronze Medals (Third Prize) are rewarded with 300 million VND; receive Certificates of Merit (Consolation, Fourth Prize) are rewarded with 100 million VND.
Students participating in international scientific and technical research exams, regional Olympics in subjects assigned by the Ministry of Education and Training to participate or authorized by agencies, organizations, and other units to participate win Gold Medal (First Prize) awarded 300 million VND; Silver Medal (Second Prize) 200 million VND; Bronze Medal (Third Prize) 100 million VND; receive Certificates of Merit (Consolation, Fourth Prize) awarded 50 million VND.
Students participating in the national excellent student exam and science and technology research exams assigned by the Department of Education and Training to win gold medals (First prize) are rewarded with 50 million VND; Silver medals (Second prize) are rewarded with 40 million VND; Bronze medals (Third prize) are rewarded with 30 million VND; Certificates of Merit (Consolation, Fourth prize) are rewarded with 20 million VND. Students assigned by the Ministry of Education and Training to participate in the International Science and Technology Competition or the International Olympic Competition, regional subjects are rewarded with 50 million VND.
The city also supports students currently studying at specialized high schools in the area with a level of 1 million VND/month for students permanently residing in urban areas, 1.5 million VND/month for students permanently residing in rural areas; 2.4 million VND/month for students from poor households. Students from near-poor households, social protection beneficiaries or children of people with meritorious services to the revolution, and social protection beneficiaries are supported with 1.7 million VND/student/month.
The city also provides one-time support for teachers or students who have graduated from university or higher and are recruited to teach specialized subjects at specialized high schools in the area at a level of 100 million VND. Teachers who directly teach and train students to win international prizes in cultural subjects, one-time support level of 500 million VND; teachers who have directly taught and trained students to win first prizes nationwide in cultural subjects, one-time support level is 300 million VND.
Teachers teaching specialized subjects who have retired but are invited by specialized high schools in the area to sign teaching contracts (when needed) are entitled to a remuneration of 20 million VND/month for teachers with students winning international prizes; 15 million VND/month for teachers with students winning national prizes.
Nguyen Huu Thanh, a former student of Tran Phu High School for the Gifted, Silver medalist of the 2025 International Biology Olympiad, said that the concern and creation of conditions from the city and the education sector is a motivation for students to strive to rise up and conquer higher goals.
