The Ministry of Education and Training (MOET) has just issued Circular No. 13/TT-BGDDT on amending and supplementing a number of articles of the High School Graduation Exam Regulations (THPT) issued together with Circular No. 24/2024/TT-BGDDT.

Accordingly, for English, in addition to the IELTS 4.0 certificate, the Ministry allows exemption from the English exam for candidates with TOEFL ITP 450; TOEFL iBT 45; B1 Preliminary/ B1 Business Preliminary/ B1 Linguaskill; TOEIC (4 listening, speaking, reading, writing skills); Aptis ESOL B1; PEARSON PTE B1; foreign language certificate according to the 6-level foreign language proficiency framework for Vietnam level 3,...
Similarly, for other foreign languages including Russian, Chinese, French, German, Japanese, and Korean, the Ministry also allows candidates with minimum required certificates to be exempt from this subject. Details are as follows:


According to the Ministry of Education and Training, the 2026 high school graduation exam will continue to remain stable as in 2025. The format, structure of the exam questions and sample exam questions have been announced since 2024, remaining stable for both 2025 and 2026.
The Ministry said that the new Circular has 6 major adjustments to ensure conformity with the 2-level local government management model, the arrangement of provincial-level administrative units, the rearrangement of the inspection apparatus; and at the same time continue to promote the application of information technology in the stages of organizing exams.
The amended contents relate to regulations on inspection and examination; exam organization process; time for receiving applications for re-examination; re-examination grading process; adjustment of priority areas; strengthening the application of information technology in exam organization.

This year's high school graduation exam is expected to take place on June 11-12, two weeks earlier than in previous years. Each year, about one million candidates take the high school graduation exam. This result is used to consider graduation recognition and university and college admission.
