On October 12, information from the Thanh Hoa Department of Education and Training (DET) said that the unit had just sent a document to the Thanh Hoa Department of Home Affairs on proposing plans to reorganize public educational institutions in the area, for the Provincial People's Committee to consider and decide.

Accordingly, the Department of Education and Training of Thanh Hoa proposed to arrange them into groups: preschools, general education; vocational education - continuing education centers; colleges, secondary schools and universities.
In particular, the Department of Education and Training of Thanh Hoa proposed to merge the University of Culture - Sports - Tourism into Hong Duc University. The merger aims to reduce the number of higher education institutions, form multi-disciplinary universities, increase attraction for learners and international cooperation, and focus resources on investment to improve the scale and quality of training.
For 23 vocational education - continuing education centers and 1 continuing education - comprehensive education - technical center, the Department of Education and Training of Thanh Hoa proposed to merge and convert them into 14 vocational high schools.
For colleges, the Department of Education and Training of Thanh Hoa proposed to keep the Agricultural College and the Medical College. Thanh Hoa Industrial College will be merged with Nghi Son Vocational College to form Thanh Hoa Industrial College.
For the intermediate sector, the Department of Education and Training of Thanh Hoa proposed to keep the Transport Vocational College as a unit with autonomy in regular and investment expenditures; at the same time, allow the Mountainous Vocational College and the Vocational College of Commerce - Tourism to develop a plan for autonomy in regular expenditures and maintain the status quo.
The Thanh Hoa Department of Education and Training also proposed to merge Bim Son Vocational College and Thanh Hoa Vocational College of Technology into Thanh Hoa Industrial College, located in the North at the current headquarters of Bim Son Vocational College. Thach Thanh Vocational College and Nga Son Vocational College are proposed to be converted into two vocational high schools.
For preschool and general education institutions in 16 border communes, the Department of Education and Training of Thanh Hoa proposed to build inter-level boarding schools for primary and secondary schools on the basis of merging existing primary and secondary schools.
The merger of schools and school locations will be carried out within a commune-level administrative unit; priority will be given to retaining schools with favorable conditions for facilities, transportation, and concentrated population; at the same time, dissolving small-scale schools that do not meet minimum infrastructure standards.
It is known that Thanh Hoa province currently has 38 institutions of higher education, college, intermediate education, and continuing education. According to the proposal of the Thanh Hoa Department of Education and Training, after the arrangement, there will be 24 facilities (reduced by 39%).
