On October 10, information from Nghe An Provincial Party Committee said that the Provincial Party Committee Standing Committee issued Plan No. 01-KH/TU on continuing to reorganize the apparatus of the provincial political system. In particular, it is noteworthy the specific orientation for the arrangement of public service units, schools and medical facilities in the area.
According to the plan, the arrangement of the education sector must seriously implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
Basically keep the existing system of public high schools, junior high schools, primary schools, inter-level schools and kindergartens; only arrange and adjust when truly necessary and must ensure convenience for students and people.
The Provincial Party Committee also requires the merger of vocational education centers and continuing education centers into vocational training centers equivalent to high school level under the Department of Education and Training; the whole province has a maximum of 3 public vocational schools to train skilled workers to serve socio-economic development.
For the health sector, the Provincial Party Committee Standing Committee requires strict implementation of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on protecting, caring for and improving people's health.
Nghe An will improve the modern preventive health system, with the capacity to monitor, warn early and control epidemics; keep provincial-level public hospitals intact, while promoting socialization in places with conditions. The provincial level has at least one hospital that meets the specialized level and has a geriatric hospital or a general hospital with a geriatric department. Commune and ward health stations will be reorganized under the People's Committees at the commune level, combined with regional health centers to serve basic medical examination and treatment for people.
Regarding the arrangement of other public service units, the Standing Committee of the Provincial Party Committee clearly stated the principles of implementation according to Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Central Conference (term XII), aiming to streamline focal points, improve effectiveness and efficiency of operations. Each department (except for the Department of Education and Training and the Department of Health) only maintains one public service unit performing the function of serving state management, the remaining units must ensure regular expenditure.
At the commune level, it is possible to establish an inter-commune or commune-level project management board under the financial autonomy mechanism, and at the same time study the establishment of a commune-level public service unit to provide basic and essential public services.
Plan No. 01-KH/TU also orients restructuring, equitization, and divestment of State-owned enterprises according to the principle of focusing on key, essential, strategic or defense - security sectors.
The Standing Committee of Nghe An Provincial Party Committee assigned the Standing Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct specialized agencies to advise on the development of a comprehensive plan to reorganize the apparatus of departments, branches, sectors, schools, medical facilities and state-owned enterprises, and submit it to the Standing Committee of the Provincial Party Committee before October 20, 2025 for consideration, approval and implementation.
