The Ministry of Justice is appraising the draft Decree stipulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training, replacing Decree No. 37/2025/ND-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training.
According to the Ministry of Education and Training - the drafting agency, the organizational structure of the Ministry of Education and Training has undergone the streamlining process in 2025, so it is reasonable to cover all state management tasks, promptly solve arising problems, and ensure the principle that one organization performs many tasks and one task is only assigned to one organization to preside over and be primarily responsible. Units are all ensuring the criteria for establishing units according to regulations.

According to the Draft, Departments under the Ministry currently do not meet the criteria of Department type 1 but are suitable for classifying Department type 2 according to 303/2025/ND-CP dated November 19, 2025 of the Government. Based on that, the Ministry of Education and Training proposes to maintain the structure including 8 Departments, 5 Departments and the Ministry Office.
8 Departments according to the draft include: Department of Preschool Education; Department of General Education; Department of Higher Education; Department of National Defense and Security Education; Department of Students; Department of Legal Affairs; Department of Organization and Personnel; Department of Planning - Finance)
5 Departments include: Department of Teachers and Educational Administrators; Department of Quality Management; Department of Science, Technology and Information; Department of International Cooperation; Department of Vocational Education and Continuing Education.
For public non-business units, Education and Times Newspaper is a self-financing unit (group 2), currently with 51 people receiving salaries from the budget and 70 contract workers. Education Magazine is a partially self-financing unit (group 3), with 25 public employees receiving budget salaries.
Through review, the Ministry of Education and Training assessed that the Education Magazine has a small personnel scale, scope and role are not important in performing the Ministry's tasks. From there, the Ministry of Education and Training proposed to transfer the Education Magazine to the Vietnam Institute of Educational Sciences to merge with the Vietnam Educational Sciences Magazine.
The Vietnam Institute of Educational Sciences is currently a partially autonomous public non-business unit (group 3), with 415 people receiving salaries from the state budget.
Along with the arrangement plan, the Ministry of Education and Training proposed renaming the Vietnam Institute of Educational Sciences to the Institute of Strategy and Policy on Education. According to the explanation, the renaming aims to reposition the function of the unit in the direction of focusing on research and advising on building educational strategies and policies. Scientific research activities on education will be prioritized for higher education institutions to implement.
The drafting agency believes that the new name is also considered to be similar to the model of many ministries and sectors such as the Ministry of Finance, the Ministry of Health, the Ministry of Industry and Trade or the Ministry of Justice.
