On August 22, 2025, the Politburo issued Resolution No. 71/NQ-TW on breakthroughs in education and training development, emphasizing the increase of preferential allowances for teachers in preschools and general schools to a minimum of 70%.
According to the resolution, vocational preferential allowances are adjusted in the direction of strong priority: at least 70% for teachers, 30% for school staff, and 100% for teachers working in extremely difficult areas, border areas, islands, and ethnic minority areas.
The group of teachers benefits greatly:
First, newly promoted teachers or youngest teachers will be the clear beneficiaries. With a minimum allowance of 70%, their income has almost doubled compared to the present.
Second, general education teachers in the plains and cities that are enjoying the lowest allowances (30%) will be increased sharply, helping to narrow the income gap compared to teachers in disadvantaged areas.
Third, preschool and primary school teachers in urban areas have also improved significantly, with the allowance increase from 35% to 70%. This is a practical interest in basic education, where work pressure is high but previously had limited income.
Theabout of seniority allowances after 2026 is a step to shift from paying salaries according to degrees and seniority to paying salaries according to job positions. Although a number of long-time teachers may be worried, with a minimum preferential allowance of 70% and adjustment of basic salary, their income is still guaranteed, even increased.
In particular, school staff are included in the preferential allowance for the first time (minimum 30%). This is an important step forward to properly recognize their role in the educational environment.
