Expected professional standards for primary school teachers

In the Draft Circular regulating the professional standards of teachers in general education institutions, the Ministry of Education and Training proposed to regulate the professional standards of primary school teachers.

According to the draft, primary school teachers must meet ethical standards and the following standards:

1. Standards on training and fostering qualifications

Have a bachelor's degree or higher in elementary school teacher training or equivalent to a primary school subject; or have a bachelor's degree or higher in a major relevant to a subject, primary school level and have a pedagogical certificate for primary school teachers.

Have a certificate of training in primary school teacher vocational standards.

2. Standards on professional competence and skills

Primary school teachers must grasp the policies, guidelines, laws of the Party and State, regulations and requirements of the industry and locality on primary education and implement them in assigned tasks.

Develop and implement a teaching and education plan suitable for primary school students, school conditions and meeting the goals of the primary school education program; prepare, organize teaching and assessment of primary school students according to regulations.

Apply teaching and education methods, test and evaluate in the direction of developing the qualities and abilities of primary school students; detect students with talent and weak students to continue training.

Understand the primary education program and propose to choose textbooks suitable for primary school students and school conditions; Understand students and have a firm grasp of regulations on student counseling and support; integrate student counseling and support activities in teaching and education activities; detect early unusual manifestations of students in the class in charge during the learning process (if any) and have timely consultation and support solutions.

Create a friendly and safe classroom environment, encourage students to share and express their emotions; fully implement the school's regulations on safe schools and prevention of school violence.

Create a healthy and trusting relationship with parents or guardians of students and stakeholders in teaching and education.

Have digital capacity, the ability to apply information technology in professional activities; use basic application software in managing primary school students according to regulations; instruct primary school students to use technological equipment safely and effectively; use foreign languages (priority English) or ethnic languages according to job requirements.

The Ministry of Education and Training is soliciting opinions on this draft on the Ministry's Electronic Information Portal.
