The draft Circular regulating professional standards for teachers in general education institutions is being consulted by the Ministry of Education and Training.
In the draft, the Ministry of Education and Training proposes professional standards for teachers at each level of education: Primary, Secondary, High School. Teachers at each level will have to meet ethical standards, training level; Specific professional and technical competence standards.
"Adjust to ensure compliance with Article 13 of the Law on Teachers" - the Ministry of Education and Training stated.

Regarding training standards, primary school teachers must have a bachelor's degree or higher in primary school teacher training, a bachelor's degree or higher in primary school teacher training or equivalent to a primary school subject; or a bachelor's degree or higher in 9 majors relevant to the subject, primary school level and have a pedagogical certificate for primary school teachers; Having a certificate of training in primary school teacher vocational standards.
Secondary school teachers must have a bachelor's degree or higher in teacher training relevant to the subject, junior high school level or a bachelor's degree or higher in a major relevant to the subject, junior high school level and have a pedagogical certificate for junior high school teachers; have a certificate of training in junior high school teacher vocational standards.
Similarly, high school teachers must have a bachelor's degree or higher in teacher training relevant to the subject, high school level or have a bachelor's degree or higher in a major relevant to the subject, high school level and have a pedagogical certificate for high school teachers; have a certificate of training in high school teacher vocational standards.
In addition, for all 3 levels of education, the Ministry requires teachers to meet professional and technical standards such as:
Develop and implement a teaching and education plan suitable for primary school students; Apply teaching and education methods, test and evaluate in the direction of developing the qualities and abilities of primary school students; Understanding primary school education programs and proposing the choice of appropriate textbooks; Creating a friendly and safe classroom environment, encouraging students to share and express their emotions; preventing violence; Having digital abilities, the ability to apply information technology; Using foreign languages (priority English) or ethnic languages according to job requirements, etc.
For secondary and high school teachers, the Ministry requires teachers to understand the subjects of students and have a firm grasp of regulations on counseling, career guidance and support for students; early detection of unusual manifestations of students in the class in charge during the learning process (if any) and have timely consultation and support solutions.
For high school teachers, teachers need to have more the ability to guide high school students in scientific and technical research from school level and above; Know how to apply experiential initiatives and results of pedagogical scientific research applied to teaching, educating students or making high school teaching tools and equipment.
The Ministry of Education and Training is soliciting opinions on this draft on the Ministry's Portal until October 19, 2025.
