Reasons to immediately increase allowances by 30% for school staff
School staff including accountants, librarians, libraries, equipment, school health, security guards... have sent petitions to management agencies proposing to increase professional preferential allowances to 30%, instead of 20% as in the current draft. According to them, the 20% level is not commensurate with the essential "rear-end" role in school operation and does not accurately reflect the volume of work, pressure as well as increasing living expenses.

Although not directly teaching, school staff take on many basic tasks such as financial management, records, equipment, student health care and ensuring school security and safety. Many positions require high responsibility, working overtime, even on duty 24/24, but low income, many years without being promoted to professional titles and almost never receiving preferential allowances like teachers.
Before the proposal to apply the 20% allowance for the period 2026-2030, school staff said that this level is not enough to compensate for difficulties, especially in remote and isolated areas. Therefore, they proposed to immediately apply the 30% allowance from January 1, 2026 and have a roadmap for adjustment by region, in order to ensure fairness, record silent contributions and keep the staff permanently attached to the Education sector. Extra teaching and learning need to be effective and in accordance with the law
The Ministry of Education and Training is seeking opinions on the draft circular amending Circular 29/2024, affirming that it does not prohibit formal tutoring and extra classes, does not restrict the legitimate learning needs of students and the teaching rights of teachers. Extra classes and extra classes originate from practical needs, helping students replenish knowledge, develop their abilities and support teachers in the context of exam pressure and heavy curriculum.
Problems arising when tutoring and extra classes become rampant, compulsory and commercialized, putting pressure on students and parents, and teachers facing suspicions about teaching motivation. Exam pressure and teachers' income not commensurate are factors promoting extra classes, but lack of transparent management will erode social trust and negatively affect the comprehensive development of students.
The solution lies not in absolute prohibition but in management by clear principles, clearly distinguishing between legal, voluntary tutoring and coercive, profiteering tutoring. At the same time, it is necessary to improve the quality of formal teaching so that students can study fully and firmly in class. When managed in the right direction, tutoring and extra classes will become a necessary, effective and lawful support, instead of a burden for families and society. See more...
