New proposal on the roadmap for implementing a 30% allowance for school staff
The Ministry of Education and Training has completed the draft Decree on professional preferential allowances for civil servants and employees in public educational institutions and sent it to the Ministry of Justice for appraisal. For the first time, school staff such as libraries, clerical staff, accountants, school health workers... are included in the preferential allowance category, with a rate of 20% in the initial stage, recognizing the essential role of the "educational logistics force".

The draft clearly stipulates a roadmap: from January 1, 2026 to the end of December 31, 2030, the allowance levels according to the new Decree will be applied; from January 1, 2031, it will be implemented according to Resolution 71-NQ/TW of the Politburo. In the near future, there will be no further promotion, eliminating the control of promotion consideration rates.
The Ministry of Education and Training plans to shift from the "promotion" mechanism to the "professional promotion" for teachers from 2026, and at the same time remove the control of the promotion consideration rate. The draft Decree stipulates a unified list of titles throughout the system, determining career promotion including sequential promotion and special promotion, implemented through the form of consideration to create motivation for continuous and fair career development for the teaching staff.

According to the draft, teachers are allowed to register for promotion when they meet professional standards, have good moral qualities, complete tasks well or better and are not subject to discipline or complaints. Promotion consideration is strongly decentralized: higher education and vocational training institutions are decided by the head; preschool and general education are organized uniformly by the Department of Education and Training; non-public sectors are decided by the unit itself according to internal regulations.
An important new point is the simplification of assessment, unified use of assessment results according to professional standards, thereby reducing at least 50% of annual assessment dossiers for teachers. The Ministry of Education and Training plans to submit to the Government for promulgation a Decree in January 2026, ensuring synchronization with the Law on Teachers, contributing to reducing administrative pressure and improving professionalism in managing and using the teaching staff.
