Students at 23 educational institutions in Hanoi are supported with 30,000 VND/day in meals
The Hanoi People's Committee issued Official Letter 4537 to implement Resolution 18/2025/NQ-HDND on the mechanism for supporting boarding meals for primary school students in the 2025-2026 school year. The City People's Committee assigned the Department of Education and Training to coordinate with units to propagate to parents, organize meals to ensure nutrition, food safety, review facilities and make support budget estimates in accordance with regulations.
Resolution 18 applies to public and private primary school students in Hanoi (except for foreign-invested schools), divided into 2 support groups: students from 23 schools in mountainous communes and banks in the Red River are supported with VND 30,000/day; the remaining students are supported with VND 20,000/day.
If the food allowance is higher than the State's support level, parents will pay the difference. Teachers accept the proposal to add allowances as a new driving force for the profession
The Ministry of Education and Training is drafting a Decree on salary, allowance and support policies, in which it is proposed to add 4 new types of allowances for teachers from 2026, including mobile allowances, work responsibility allowances and some other items. The goal is to reduce financial difficulties, improve teaching quality and demonstrate social recognition for the teaching profession.
This proposal received a positive response from many teachers. Ms. Pham Thu Trang (Vinh Thanh commune, Hanoi) said that teachers often have many jobs in addition to teaching, especially in disadvantaged areas, going to school is a big challenge. The new allowances will help reduce the economic burden, and at the same time be a source of spiritual encouragement for teachers to confidently contribute.
Ms. Dao Minh Tam (Dong Anh commune, Hanoi) also agreed, saying that this is a recognition of the hardships of teachers, especially in disadvantaged areas. Allowances such as regional allowances, mobility or working in particularly difficult areas will help teachers become more attached to the profession. Hanoi Law University is about to inaugurate a campus in Bac Ninh
Recently, Vice Chairman of the People's Committee of Bac Ninh province Le Xuan Loi worked with Hanoi Law University on coordinating the organization of the inauguration ceremony and installation of the signboard of the second campus in Dong Nguyen ward. This facility was built in 2019 on an area of about 28 hectares, with a total investment of nearly 1,800 billion VND, and has been basically completed and is expected to welcome students from the 2025-2026 school year.
The inauguration ceremony will take place at 8:00 a.m. on August 19, 2025, in the program of groundbreaking and inauguration of national key projects to celebrate the 80th anniversary of National Day on September 2. The event was held at the 2nd District Gymnasium, online connection to the National Exhibition Center, with the participation of leaders of the Government, ministries, central branches and Bac Ninh province. The province requires close coordination, preparing detailed scenarios, ensuring solemnity, safety and efficiency.
In the development plan, Bac Ninh aims to build university urban areas to attract schools from Hanoi to open facilities or branches in the province. In addition to Hanoi Law University, many projects such as Hanoi Medical University, Hanoi University of Natural Resources and Environment, Foreign Trade University, and Hanoi University of Science and Technology training facilities are also being implemented, with a total estimated support of about 720 billion VND from the province.
