Ho Chi Minh City Department of Education and Training proposes not to organize extra classes after 8:00 p.m.
Ho Chi Minh City is drafting new regulations on extra teaching and learning, in which it is proposed not to allow facilities to organize teaching after 8:00 p.m. According to Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City (DET) - limiting this time is to ensure that students have time to rest, eat, and spend with their families after a long day of study. The Department will continue to collect opinions from relevant units before submitting to the City People's Committee for approval.
Along with that, the Department of Education and Training deploys software for managing extra teaching and learning at https://dtht.hcm.edu.vn. This software will publicize information about the center, teachers, classrooms, tuition fees, ... for parents and students to easily look up. From now until the end of April, establishments are required to register information to the system, otherwise they will be considered not qualified to operate according to Circular 29.
Up to now, Ho Chi Minh City has about 3,000 teachers and 1,300 institutions registered to teach extra classes. The Department of Education and Training said it will soon advise the City People's Committee to issue specific management regulations to bring extra teaching and learning activities into the correct framework and ensure the rights of students. Vinh City requests to pay the budget to pay salaries to 61 teachers and contract staff
On April 11, the People's Committee of Vinh City sent a document to the Nghe An Department of Home Affairs and the State Treasury of Region X requesting payment of salaries to 61 long-time contract teachers who are teaching at public kindergartens and secondary schools to cover part of their regular expenses. These teachers have been senior for 12 to 30 years and are currently not receiving salaries due to problems in the management mechanism after merging Cua Lo town into Vinh city from the beginning of 2025.

Although the Provincial People's Committee only assigned 57 short-term contract targets according to Decree 111/2022/ND-CP, Vinh City has proactively arranged enough budget in 2025 to pay salaries, allowances and contributions to the 61 contract teachers mentioned above. This payment is considered necessary to maintain teaching activities and stabilize the teaching staff in the context of streamlining the payroll and rearranging administrative units.
Previously, many teachers at schools moving from Cua Lo town to Vinh city have not yet received their salaries for January 2025 due to slow completion of procedures and the Treasury's temporary suspension of salary allocation. See more...
New regulations exclusively for male teachers from April 22, 2025
Circular 05/2025/TT-BGDDT, effective from April 22, 2025, stipulates a new working regime for general education and university residents. A noteworthy point is that male teachers who are on maternity leave according to the provisions of the Law on Social Insurance will not have to teach compensation and will still be fully included in the teaching period during the leave. However, if the leave coincides with the summer vacation, the male teacher will not be given compensatory leave.
According to the Law on Social Insurance 2014, the leave for male teachers when their wives give birth ranges from 5 to 14 working days, depending on the form of birth and the number of children. Previously, according to Circular 28/2009/TT-BGDDT, male teachers on maternity leave were not allowed to have their teaching hours reduced, so the new regulation was considered an improvement, ensuring the rights of male teachers.
