At the thematic information conference and the meeting to deploy key tasks of Hanoi City press work in April 2025, held on April 9, Director of Hanoi Department of Education and Training Tran The Cuong informed about the results of the implementation of Circular No. 29/2024 of the Ministry of Education and Training regulating extra teaching and learning.
According to Director of the Hanoi Department of Education and Training Tran The Cuong, when Circular 29 of the Ministry of Education and Training took effect from February 14, 2025, the Hanoi Department of Education and Training urgently implemented many activities to put the new regulations into practice.
The Department has organized a collection of opinions from managers, teachers, parents and students to assess the initial impact and reaction of Circular No. 29/2024.
The Department also issued documents and established a team to inspect the implementation of the above Circular, focusing on the Departments of Education and Training, secondary schools and high schools to ensure the serious implementation of Circular 29/2024.

The Department also proactively adjusts tutoring activities: Secondary and high schools have proactively stopped tutoring and prepared a plan to teach and train grade 9 and 12 students according to the new regulations of Circular No. 29/2024.
At the same time, schools promote solutions to improve the quality of main curriculum teaching: Continue to effectively implement the 2018 General Education Program, increase teaching at 2 sessions/day, launch the movement "Schools join hands to develop - Teachers share responsibilities" and activities to support improving the quality of teaching and learning foreign languages.
According to Mr. Tran The Cuong, after implementing Circular 29/2024, participation in extra classes all come from the voluntary needs of students and parents, the desire to foster and improve knowledge.
The budget contributed to the extra classes is agreed upon on the principle of collecting enough expenses, ensuring legitimate income for teachers to teach extra classes, in accordance with the economic conditions of each locality.
According to the Director of the Hanoi Department of Education and Training Tran The Cuong, although there are still challenges and difficulties that need to be resolved, but with the close guidance of the management levels, the efforts of educational institutions and the consensus of parents, students, tutoring and tutoring activities in the city are increasingly in order, contributing to improving the quality of education and ensuring the legitimate rights of students.
