On June 10, the Department of Education and Training of Nam Dan district (Nghe An) sent a "urgent" notice requesting schools to review and adjust the list of grassroots emulation fighters (CSTDCS) because the reward budget exceeded the estimate. The total proposed amount is more than 1.55 billion VND, while the budget allocated is 1.2 billion VND. The reason is that the number of grassroots unions increased by more than 130, bringing the total to 594 individuals.

The cut is urgent, only announced via Zalo and without official documents, causing many schools confusion. Principals and teachers reflected that the imposition of a 28% limitation rate has no legal basis, contrary to the spirit of "as much as the achievement is, reward is according to it" according to the Law on Emulation and Commendation. Many teachers worry about losing their rights such as early salary increase, appointment consideration due to not being recognized as a CSTDCS for financial reasons. The Ministry of Education and Training responds to questions about opening extra classes for primary school students
Circular 29/2024/TT-BGDDT takes effect from February 14, 2025, stipulating that extra classes for primary school students are not allowed, except in the case of training in arts, sports and life skills. This regulation aims to reduce learning pressure and limit negativity in education.

Ms. Le Huong (Nghe An), the operator of a knowledge training center with a business registration, asked if it could open a cultural training class for primary school students if they had a voluntary need from parents. Her center has been operating legally for more than 10 years with many freelance teachers participating in teaching.
The Ministry of Education and Training affirmed that teaching additional culture to primary school students is a violation of Circular 29. Unifying salary policy, assigning the education sector to recruit teachers
The National Assembly Standing Committee has agreed on many important policies in the draft Law on Teachers, including rights and obligations, things that are not allowed to be done, along with policies on salaries, support, attraction, and promotion of teachers, retirement regimes, etc. These contents are presented in Report No. 522/BC-UBVHXH15 and will continue to be finalized for submission to the National Assembly for consideration and approval.

Regarding teacher recruitment, the National Assembly agreed to assign the education sector to proactively implement and decentralize recruitment authority to heads of autonomous higher education and public vocational institutions. The school belongs to the armed forces as prescribed by the Minister of Public Security and the Minister of National Defense. The preschool and primary school sector alone shall comply with the regulations of the Minister of Education and Training.
Regarding teacher mobilization, the Law will stipulate principles, while the Government will stipulate details to ensure flexibility, suitability to practice, while strengthening the management role of the education sector.
